The City of Manassas Park Public Works Department is currently accepting applications for the position of Equipment Operator. The essential function of this position is to operate heavy and light equipment and assist in the hands-on repair, maintenance, and construction of the water and sewer utilities as well as transportation and stormwater infrastructure. Maneuvers heavy equipment and operates complex mechanisms involving digging, moving earth and materials, grading, loading, and performing similar tasks in order to advance projects relating to construction and maintenance of City roads, grounds, property, utilities, rights-of-way, and other infrastructure; equipment is primarily driven and operated on-site, but does require some driving over public roads; maneuvers in and around traffic, crew workers, equipment, utilities, and other obstacles; obeys all traffic laws and safety guidelines; monitors immediate environment and work area to ensure the safety of operator, other works, the equipment, and the public.

SPECIFIC DUTIES & RESPONSIBILITIES
· At the Superintendent’s directive, operates heavy and light construction equipment and specialized vehicles and machines.
· Assist with traffic control at work sites.
· Transports heavy equipment to work sites.
· Assists in the hands-on repair and maintenance of water and sewer utilities.
· Maintains assigned vehicles and equipment.
· Operates heavy and medium equipment (backhoe, skid steer, mini excavator, loader/dozer, and dump trucks) when necessary.
· Repairs water mains on an emergency basis, after hours.
· Removes snow and treats roads during winter months.
· Performs emergency water shut-offs and reconnects.
· Performs other related duties as instructed.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
· Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent.
· Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
· Must be able to serve on emergency after hour calls.
· Reads technical instructions, charts, and/or procedures manuals; composes routine reports and completes job forms; speaks compound sentences using standard grammar.
· Performs skilled work involving rules/systems with almost constant problem solving; requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure.
· Makes decisions with moderately serious impact – affects work unit and may affect other units or residents.
· Handles machines, tools, equipment, or work aids involving moderate latitude for judgment regarding attainment of standards or in selecting appropriate items.
· Requires considerable responsibility for the safety and health of others and/or continuous enforcement of the laws and standards of public health and safety.
· Knowledge of work safety procedures and OSHA standards.
· Extensive knowledge of the principles, practices, and equipment used in water and sewer construction and maintenance procedures.
· Knowledge of equipment operation and maintenance procedures.
· Knowledge of City geography.
· Skill in analyzing problems and identifying solutions.
· Skill in establishing cooperative and productive working relationships.
MINIMUM EDUCATION & TRAINING
· High school diploma or GED, or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities.
· Requires valid driver’s license or CDL.
· Requires 2 years of experience operating construction equipment.

Authorized Hiring Range: $60,000.00 - $80,000.00
