Minimum Qualifications of Education and Experience :

  • Bachelor's degree in civil engineering.
  • Must be licensed as a Professional Engineer in the State of Minnesota. Professional Engineers licensed in another state will be considered and will be required to become licensed in Minnesota if hired.
  • Eight (8) of progressively responsible public works experience that has included a minimum of four (4) years of division level supervisory experience in a small-sized, public agency in a non-union environment.
  • Any satisfactory equivalent combination of education, training, and experience that demonstrates the knowledge, skills, and abilities to perform the duties of the job proficiently may be substituted for the above requirements.

Nature of Work :

  • Under general direction of the Director of Public Works, the City Engineer plans and directs all activities of the City's engineering program.

    Duties / Responsibilities

    Primary Essential Work Functions :

  • Plans, directs, and evaluates the functions of the Engineering Division to ensure efficient, effective delivery of services.
  • Responsible for the effective supervision of the Engineering divisional team by prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations for assigned program personnel.
  • Oversees the coordination, preparation, execution, and completion of short- and long- range capital improvement plans, programs, and budgets for streets; water, wastewater, and storm water distribution, collection, and storage systems; and assigned facilities by :
  • Coordinating the assembly of studies, reports, budgets, surveys, designs, drawings, specifications, bidding documents, and contracts.

  • Overseeing construction contracts, surveys and inspections.
  • Coordinating contract closeout, as-built surveys, and commissioning inspections.
  • Preparing special assessments in accordance with Minnesota State Statutes Chapter 429 and the Mankato Special Assessment Policy.
  • Preparing and recommending general obligation bonding options.
  • Oversees the Engineering Division review of residential subdivision and commercial project plans and construction drawings during the subdivision platting and / or building permit review process to ensure compliance with local, state, federal rules, standards, codes, and laws while also screening for traffic, parking, drainage, and right-of-way conflicts and issues.
  • Prepares reports, requests, resolutions, draft ordinances, and other City Council documentation.
  • Establishes and maintains effective working relationships with other governmental units and private agencies in matters relating to Public Works and Engineering.
  • Reviews, coordinates, and responds to inquiries and complaints addressing the concerns and interests of the Mayor, City Council, City Departments, other agencies, and the general public.
  • Advises the Director of Public Works on the development of strategic direction and policy within the Engineering Division.
  • Assumes the role of Director of Public Works in their absence.

    Conditions of Employment :

  • Must be licensed as a Professional Engineer in the State of Minnesota. Professional Engineers licensed in another state will be considered and will be required to become licensed in Minnesota if hired.
  • Must possess a valid driver's license and be able to drive in the state of Minnesota.
  • Satisfactory completion of pre-employment assessment, background examination, physical examination, and drug testing.
  • Must comply with organizational and departmental policies.
  • Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to city policy and the Minnesota Statutes.
  • Safety Sensitive Notice This is a safety sensitive position which requires cannabis pre-employment drug testing. Safety sensitive position means a job in which an impairment caused by drug, alcohol, or cannabis usage would threaten the health and safety of any person.
  • Hours of Work

    General working hours are Monday through Friday, 8 : 00 a.m. to 4 : 30 p.m., and evening, weekend, holidays, and outside of regular hours as necessary. Must have the ability to field calls after hours as needed.

  • City contributes up to $1,102.54 / month ($13,230.48 annually) towards single coverage plans; and up to $2,756.36 / month ($33,076.32 annually) for family coverage plans.
  • All employee contributions towards premiums are deducted through payroll deductions on a bi-weekly basis.
  • City contributions for union members will follow negotiated contract language.
