The Assistant Director of Human Resources plays a key role in supporting the city’s HR programs, driving initiatives in employee and labor relations, recruitment, job analysis and classification, compensation, benefits administration, worker’s compensation, leave management, ADA requests, safety programs, and employee development. Working closely with the Director of Human Resources, this position ensures that HR functions are aligned with the city’s mission and objectives while adhering to all relevant laws, regulations, and personnel policies. The Assistant Director provides expert guidance to city staff, fosters strong relationships with peer and regulatory agencies, and handles confidential and sensitive matters with discretion. This role is integral in advancing HR initiatives and contributing to a collaborative, efficient, and compliant HR environment.

  • Support recruitment efforts, ensuring equal employment opportunity and compliance with City policies in addition to re-imagining hiring processes for the greatest opportunity to recruit and retain top talent.
  • Address employee complaints, foster a positive work environment, and provide guidance on performance management and discipline.
  • Assist in labor relations, contract negotiations, and resolving employee concerns.

Training, Development, and Performance Management
  • Plan and conduct employee training programs, including leadership development and needs assessments.
  • Support performance management processes, providing coaching and guidance to supervisors and employees.
  • Assist in employee development initiatives to enhance skills and organizational growth.

Compensation, Benefits, and Legal Compliance
  • Assist with elevated strategies around benefits administration, worker’s compensation, and ADA requests.
  • Support effective compensation strategies, job classification reviews, and ensure compliance with relevant laws, policies, and labor contracts.
  • Handle investigations, ensure data practices compliance, and maintain confidential personnel records.

Special Projects and Strategic HR Support
  • Lead special HR projects and provide support to the HR Director.
  • Prepare reports, written correspondence, and assist with policy development to ensure effective HR operations.
  • Collaborate with departments to advance HR initiatives aligned with organizational goals.

Equity, Inclusion, and Organizational Leadership
  • Promote an inclusive and equitable workplace culture.
  • Serve as acting HR Director when needed, ensuring continuity of HR operations.
  • Build relationships with employees, management, and external stakeholders to foster collaboration and support the City’s mission.

Any combination of experience that would likely provide the required knowledge is qualifying.  A typical way to obtain the knowledge and abilities would be:


Need to have: 

  • Education: Bachelor’s degree in Human Resources or related field
  • Experience: Five years of professional level Human Resources experience  
  • License: Possession of, or ability to obtain an appropriate valid Driver’s License due to travel to various City of Maple Grove work sites.

Nice to have: 

  • Education: Master’s degree in Human Resources or related field
  • Experience: Previous experience in public sector
  • Licensing: Professional or Senior Professional Human Resources designation from IPMA, SHRM or HRCI.


COMPETENCIES

Knowledge of:

  • Employment laws including but not limited to FMLA, ADA, FLSA and other federal and state regulations including labor laws.
  • Operational characteristics, services and activities of assigned human resources programs to include recruitment and retention, classification and compensation, benefits, employee relations, succession planning, wellness and safety, worker’s compensation, training and organizational development. 
  • Pertinent Federal, State and local laws, codes and regulations.
  • Mandated rules and regulations governing human resources and labor relations.

Ability to:

  • Interpret, explain and apply city personnel policies and procedures, rules and regulations.  
  • Apply principles and practices of human resources.
  • Prepare, interpret and present statistical reports using spreadsheets and various reporting software. 
  • Research, analyze and evaluate data and implement new methods and techniques. 
  • Think critically and maintain effective audio-visual discrimination and perception needed for making observations, reading and writing, operating assigned equipment, communicating with others.
  • Problem solve highly complex issues.
  • Maintain confidentiality of certain information. 
  • Relate to and work effectively with people from diverse cultural, socioeconomic, racial and ethnic backgrounds. 
  • Establish and maintain effective working relationships with those contacted in the course of work. 


WORKING CONDITIONS

Essential duties require the mental and/or physical ability to: work in a standard office environment and use standard office equipment and current software; safely drive to various locations throughout the City and County to manage, direct, coordinate and/or participate in meetings and community events in a variety of community settings and weather conditions; make effective presentations to public audiences; conduct City business during day and evening hours, including occasional weekend and irregular hours; grasp, perform repetitive hand movements and fine coordination to prepare documents and data using a computer keyboard and mouse/trackball; sit for prolonged periods of time; stand, walk, reach, bend and safely lift and move equipment and materials weighing up to 35 pounds; converse by telephone, by email, in person, and before small and large groups, and be clearly understood; read and comprehend legal, technical and complex documents; interact with the public and all different levels of City staff in an effective and professional manner. Essential functions must be performed with or without reasonable accommodation.


Environmental Conditions:

Office environment; exposure to computer screens; working closely with others; frequent interruptions.


Physical Conditions:

Essential and other important responsibilities and duties require maintaining physical condition necessary for sitting for prolonged periods of time; general manual dexterity; adequate hearing, vision, and speech required; must be able to operate assigned equipment.  Primary job functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.


Salary : $137,692 - $182,934
