What You'll Do :

  • Run the Numbers : Ensure accurate and timely processing of payroll for all employees.
  • Compliance Pro : Maintain compliance with federal and state payroll regulations as well as seven bargaining units.
  • Problem Solver : Resolve payroll discrepancies by collecting and analyzing information.
  • Team Player : Collaborate with HR and other departments to ensure smooth operations.

    Essential Duties and Responsibilities

    1. Processes the City payroll ensuring compliance with all legal and contractual requirements and approved accounting standards; ensure timely and accurate paycheck preparation and distribution. Reconciles payroll deductions (including insurance bills) with Excel spreadsheet and prepares remittances coded to appropriate expense and liability accounts for payroll deductions as needed.

    2. Assists in preparing, reconciling and processing quarterly reports such as federal withholding tax, state withholding tax, and MN Dept. of Economic Security. Updates year-end Annual Financial Report work papers and reconciles with payroll benefit expense accounts

    3. Performs regular payroll-related tasks.

  • Updates payroll system for the new year and adjusts user-defined formulas as needed.
  • Converts qualifying unused sick leave to deferred compensation or vacation.
  • Converts qualifying vacation to deferred compensation.
  • Converts qualifying annual leave to cash.
  • Remits qualifying annual leave, vacation and personal holiday hours to RHS plan.
  • Eliminates unused personal holiday hours and excessive vacation hours not approved for carryover.
  • Runs monthly report for step increases for bargaining units.
  • Checks, verifies and distributes W-2 forms and files required reports with the IRS and various States by deadlines.
  • Process required reciprocity exemption forms by 2 / 28 each year when needed.
  • Adjusts police officer required time hours for deficits prior year.
  • Prepares list of prior year exempt employees for supervisors and monitors return of new W-4 forms required by federal regulations by 2 / 15 of current year.
  • Prepare sick leave conversion memos and send to qualifying employees.
  • Identify and change PERA status on employees.
  • 4. Monitors employees' wages for PERA coverage eligibility monthly and assists with the annual Exclusion Report.

    5. Processes requests for all IRS levies, child support payments, other applicable employee garnishments, and employment verifications for city employees.

    6. Researches, calculates and prepares correspondence on a variety of special requests for the HR Department.

    7. Maintains employee records by notifying appropriate representative of additions and cancellations.

  • Monitors all deadlines regarding insurance for retirees and receipt of payments due, leaves of absences and employee status changes.
  • Maintains and process online employee insurance enrollment forms, PERA application forms, W-4 forms, etc.
  • Enrolls new employees eligible for the Retiree Health Savings Plan into ICMA's program.
  • 8. May perform some duties of the accounting technicians or accountants as needed.

    9. Assists with the preparation of the annual financial report and preparation of the annual budget.

    10. Assists with journal entries and cash management activities.

    Minimum & Preferred Qualifications

  • MINIMUM QUALIFICATIONS
  • Bachelor's degree in accounting or related field OR Associates degree in accounting or related field AND four years of accounting experience

  • Two years of experience in accounting or payroll using an automated system
  • Two years of experience with payroll
  • PREFERRED QUALIFICATIONS
  • Experience with Enterprise ERP (Munis)

  • Government accounting experience
  • Experience with using GAAP (General Accepted Accounting Principles)
  • Experience with creating journal entries, Accounts Payable, and Accounts Receivable
  • Experience preparing budget estimates and financial reports
