- Plans and directs the development and administration of the City's parks and recreation facilities, projects, programs and activities. Establishes and implements operating policies and procedures. Develops and maintains organization structure and accountability systems to enhance the efficient and effective operations of the department.
- Oversees the fiscal management of the department. Aids the Public Works Director in the preparation and administration of departmental budgets, including capital projects funding plans; approves plans and specifications for contractual items; participates in grant acquisition.
- Provides supervisory oversight by providing leadership, addressing and resolving personnel issues and problems, and leading efforts on hiring, training and developing employees. Ensures all personnel are trained in the proper use and handling of departmental equipment and supplies and that correct safety practices are followed.
- Facilitates long and short-term planning to ensure adequate maintenance of city parks and recreation facilities consistent with national standards and available resources.
- Represents the Department of Parks and Recreation at a variety of conferences, meetings and conventions. Provides guidance and direction to various committees. Responds to inquiries from a wide range of sources.

EDUCATION, EXPERIENCE AND ADDITIONAL REQUIREMENTS:
Education and Experience:
Requires a Bachelor's Degree in Parks and Recreation Administration, Landscape Architecture, Public Administration, Business Administration, Leisure Services, or a related field of study. Requires a minimum of three (3) years of progressively responsible experience in planning and directing community programs and public park and recreation activities, with a minimum of two (2) years at a manager or administrator level, or closely related experience. A combination of education and experience may be considered for this position.
Certifications, :Licenses, and Other Qualifiers:
Certification as a Certified Park and Recreation Professional (CPRP) preferred. Must pass a background check related to this position prior to an offer of employment or promotion.
Additional Requirements:
Requires effective communication with internal and external customers. May require working beyond a standard 40-hour work week including evenings and weekends. May require some local travel. The incumbent may be considered “essential personnel” during city emergencies, or at the direction of the City Manager or designee which may include long hours and unusual schedules.
