GENERAL DESCRIPTION OF CLASS
The purpose of this job within the organization is to perform professional and managerial work - leading the City Park and Recreation Department. Develops and administers municipal recreation programs to meet the leisure needs of a diverse community; directs the care of land resources and facilities to ensure that they are safe, aesthetically pleasing and well-maintained; directs administrative activities to support record keeping, reporting, budgeting and personnel needs. Fosters a commitment to effective and efficient delivery of services and a positive approach to customer service. Formulates long-range goals for the organization and develops internal policies and procedures. Provides general supervision of Parks and Recreation staff.
  • Plans and directs the development and administration of the City's parks and recreation facilities, projects, programs and activities. Establishes and implements operating policies and procedures. Develops and maintains organization structure and accountability systems to enhance the efficient and effective operations of the department.
  • Oversees the fiscal management of the department. Aids the Public Works Director in the preparation and administration of departmental budgets, including capital projects funding plans; approves plans and specifications for contractual items; participates in grant acquisition.
  • Provides supervisory oversight by providing leadership, addressing and resolving personnel issues and problems, and leading efforts on hiring, training and developing employees. Ensures all personnel are trained in the proper use and handling of departmental equipment and supplies and that correct safety practices are followed.
  • Facilitates long and short-term planning to ensure adequate maintenance of city parks and recreation facilities consistent with national standards and available resources.
    • Represents the Department of Parks and Recreation at a variety of conferences, meetings and conventions. Provides guidance and direction to various committees. Responds to inquiries from a wide range of sources.
    • Demonstrates regular and punctual attendance.
    • Performs other related duties as required.

    Performs work involving the application of logical principles and thinking to solve practical problems within or applying to a unit or division of the organization; requires continuous, close attention for accurate results and frequent exposure to unusual pressures.

    The impact of errors is very serious - affects entire organization and the public.



    Physical Demands:
    Performs medium work that typically involves walking, standing, stooping, stretching, or lifting and also involves exerting up to 50 pounds of force on a regular and recurring basis or exceptional skill, adeptness, and speed in the use of fingers, hands, or limbs in tasks involving very close tolerances or limits of accuracy.

    Equipment Usage:
    Develops and implements long-range capital plans and programs to support the goals and objectives of the organization.

    Requires responsibility for the safety and health of others and for occasional enforcement of the laws and standards of public health and safety.

    EDUCATION, EXPERIENCE AND ADDITIONAL REQUIREMENTS:





    Education and Experience:
    Requires a Bachelor's Degree in Parks and Recreation Administration, Landscape Architecture, Public Administration, Business Administration, Leisure Services, or a related field of study. Requires a minimum of three (3) years of progressively responsible experience in planning and directing community programs and public park and recreation activities, with a minimum of two (2) years at a manager or administrator level, or closely related experience. A combination of education and experience may be considered for this position.
    Certifications, :Licenses, and Other Qualifiers:
    Certification as a Certified Park and Recreation Professional (CPRP) preferred. Must pass a background check related to this position prior to an offer of employment or promotion.





    Additional Requirements:
    Requires effective communication with internal and external customers. May require working beyond a standard 40-hour work week including evenings and weekends. May require some local travel. The incumbent may be considered “essential personnel” during city emergencies, or at the direction of the City Manager or designee which may include long hours and unusual schedules.
