SUMMARY OF POSITION
Under general supervision of the Affordable Housing Administrator, this position is responsible for assessing the housing condition and extent of rehabilitation needed; preparing accurate work specifications and cost estimates;  overseeing quality of contractors’ work, while interfacing with contractor and homeowner; ensuring compliance with building codes and compliance with HUD Housing Quality Standards; inspecting work product and approving contractor requests for payment of completed work.  This position may perform other related functions as assigned.GENERAL EXPECTATIONS FOR ALL EMPLOYEES

ESSENTIAL DUTIES AND RESPONSIBILITIES 
  • Performs inspections on residential properties to determine needed repairs to address health and safety issues.  Prepares accurate work specifications and cost estimates for repair of items found in the course of inspection based on program standards.
  • Prepares lead-based paint risk assessments and determines the proper course of action to remediate lead-based paint. Operates XRF machine to perform lead inspections and conducts lead clearance tests, as needed.
  • Oversees the bid process, including walk-through at job site; explains and interprets bid items and program requirements ensuring compliance with Federal procurement requirements. Performs daily inspections of work in progress to ensure compliance with housing codes, building codes, and federal rehabilitation requirements. Approves payments to contractors based on inspections.
  • Conducts final inspections when jobs are completed.   Acts as a mediator between contractor and homeowner when necessary. Makes the final determination that job is complete, determines amount of penalty or incentive pay to apply to contractor if needed.
  • Oversees contractor compliance with Davis Bacon and Section 3, where applicable.
  • Develops technical aspect of Housing Rehabilitation policies and procedures.
  • Assists in the evaluation of contractor performance to meet HUD regulatory requirements and City Rehabilitation program standards.
  • Works with the City's building inspections and code enforcement departments in resolving project compliance issues with city codes and regulations.
  • Conducts periodic reviews of Housing Rehabilitation project files, working with support staff and the Affordable Housing Administrator to ensure all necessary documentation is maintained to meet HUD requirements.
  • Implements emergency repair program, inspecting to verify need and authorizing immediate repairs to client homes, which have an urgent health or safety deficiency.
  • Recruits new contractors for participation in the rehabilitation program.
  • Answers telephone, does reporting and work specifications and coordinates meetings.
  • Complies with all written City policies and procedures.
  • Adheres to assigned work schedule as outlined in City and department attendance policies and procedures.

  • Ability to perform home inspections and planning for preventative maintenance, repairs, alterations, or rehabilitations. Including detailed materials and costs estimates for budget planning and policy decisions; prepare detailed scope of work and plan for contract work within the funding limitations, as required.
MINIMUM QUALIFICATIONS
Any work related experience resulting in acceptable proficiency levels in the below Minimum Qualifications may be an acceptable substitute.

Bachelor's degree in Construction Management, Construction Science, Architecture, Structural Engineering, or a related field preferred, supplemented by three (3) years' experience in residential construction or remodeling is required. Lead Base Paint Risk Assessor Certification or ability to obtain within first six (6) months is required.

PREFERRED QUALIFICATIONS
  • Bilingual Spanish/English preferred.

CONDITIONS OF EMPLOYMENT
  • Must pass a drug screen and background check.
  • Must have Class C Texas Driver’s License.
PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to work in the field inspecting housing units (e.g., climb stairs and ladders, and inspect attics and tight crawl spaces), to operate a motor vehicle, and tools and equipment, and to visit various City sites; vision to inspect assigned facilities, to read printed materials and a computer screen; hearing and speech to communicate in person, before groups, and over the telephone. The job involves fieldwork requiring frequent walking conducting inspections to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator, to operate standard office equipment, to turn faucets on and off, manipulate doorknobs, conducts tests and to operate tools and equipment. Positions in this classification bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information, obtain samples, and set up construction and non-construction equipment. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds.

WORK ENVIRONMENT
Tasks will be performed in the office and in the field with exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature, and noise extremes. The successful candidate must have the ability to remain calm while interacting with staff and/or public and private representatives and contractors in interpreting and applying City and departmental policies and procedures.
