Required Education and Experience :

  • Graduation from high school or GED equivalent; and
  • Six (6) years of full-time paid experience in firefighting and / or fire prevention, fire and life safety plans review, fire suppression and detection systems plan review, or equivalent experience with two (2) of those years in a progressively responsible leadership and / or management position.
  • Bachelor's degree in Fire Science, Fire Administration, Public Administration, Business Administration, or other specific area of study as deemed applicable may substitute for two (2) years of experience

  • OSFM recognized Fire Marshal
  • DPSST Fire Inspector III
  • DPSST Fire Investigator
  • DPSST Fire Instructor I
  • Fire & Life Safety Plans Examiner
  • International Code Council (ICC) Fire Code Certification
  • International Association of Arson Investigators IAAI Certified Fire Investigator (CFI)
  • Preferred Licenses / Certifications :

  • DPSST NFPA Fire Officer IV
  • ICS 400
  • Available Schedules :

  • 8 hours daily, Monday - Friday
  • Opportunity for alternate schedule after the first 90-days :
  • 9-80 (nine-hour workdays with a three-day weekend every other week)

  • 4-10 (four 10-hour days with three days off each week)

    The City of Medford determines starting pay based on an evaluation of relevant education, experience, andqualifications as provided by the applicant in their application materials, alongside others who perform work of comparable character consistent with the Oregon Equal Pay Act. Three steps are included in this salary range, allowing opportunity for annual movement through the steps.

    Note : Additional details related to certification pay, PERS, or other additional pays can be found in the IAFF labor agreement , which will be effective through June 30, 2026.

    Examples of Job Duties

    Essential Functions of the Position :

  • Exercises considerable independent judgment in the management and operation of the Division.
  • Assists in the development and coordination of Division activities including policies, goals, objectives and priorities.
  • Directs and supervises the Fire and Life Safety Division activities of the Fire Department, including :
  • Management of Fire Code Enforcement Program , including :
  • Supervising and coordinating fire inspections.

  • Oversight of occupancy hazardous material programs.
  • Administration of fire code operational and construction permits.
  • Administering activities related to amending and adopting the fire code.
  • Management of Fire Investigation Program activities, including :
  • Fire origin and cause determination; process evidence.

  • Testifying as an expert and legal witness in matters related to arson cause.
  • Management of Public Education Program , including :
  • Developing and implementing procedures and practices for providing public fire and life safety education presentations and messages.

  • Interacting with media including media releases, interviews and fire and life safety seasonal media releases.
  • Manages Plan Review Program including :
  • Meeting with architects, engineers, contractors, and consultants. Conducts field inspections for construction projects, etc.

  • Plan review of fire protection systems; construction development reviews.
  • Pre-construction reviews for compliance with adopted fire code and related national standards.
  • Management of other Administrative Activities related to the Division, including :
  • Preparing monthly incident and Division activity reports.

  • Preparing an annual Fire Marshal Report.
  • Prepares and maintains a Fire Risk assessment.
  • Prepares and manages the Community Risk Reduction Plan.
  • Manages professional accreditation, and best practice programs.
  • Team member of the Emergency Operations Center.
  • Preparing and administering biennial budget for the division.
  • Developing hiring process for Deputy Fire Marshal vacancies.
  • Managing occupancy, inspection, and pre-plan database.
  • Exercises direct supervision over Fire and Life Safety Division staff , including :
  • Assigning work, scheduling, providing guidance, employee development, hiring, disciplinary recommendations, etc.

  • Responsible for conducting performance management reviews and evaluations of direct reports.
  • Scope of assigned area will depend on departmental structure and is at the discretion of the Fire Chief.
  • Work Environment & Physical Demands : Work performed is primarily indoors in an office environment. May be occasionally exposed to a variety of settings including overheated, cold or wet environments, in and around structures that may be dangerous and / or unstable, and under unfavorable or unsanitary conditions including biohazards, and air and blood-borne pathogens. The noise level is usually moderate but may reach loud where the use of personal protective equipment is required.

    The physical demands here are represented of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job the employee is regularly required to communicate verbally, hear, sit, stand and walk for extended periods of time. Physical ability to wear and carry over 50 pounds of protective equipment and clothing including occasionally performing strenuous physical work. Potential exposure to adverse or stressful conditions during active emergency situations. Requires safely driving and operating a motor vehicle.
