Description
The incumbent performs a wide array of activities involved with the enforcement of City ordinances. The incumbent performs a variety of specialized tasks at times under difficult circumstances to enforce the City's codes. Work is performed with independence in the field; making decisions requiring the use of judgment, discretion, and diplomacy. Work is reviewed through observation, conferences, and for results obtained.
Examples of Duties
- Surveys the City for code violations such as overgrown lots, trash, debris, abandoned vehicles, and substandard housing; researches to secure name and address of owner; prepares correspondence notifying owner of the violation, requesting resolution under terms of the ordinance, and follows up to ensure compliance.
- Acts in appropriate and professional manner to educate residents regarding codes.
- Works with City, County and State Departments in areas of common goals to all departments.
- Maintains established community standards through constant monitoring of area of control for violation.
- Prepares special reports and maintains activity records.
- Prepares and presents cases before the City's Code Enforcement Board.
- Maintains current code cases files.
- Assists in the filing and retrieving of code enforcement files.
- Utilizes a computer to perform word processing and database input.
- Responds to citizen complaints mostly dealing with City ordinances by notifying the violators (respondents), and encouraging compliance.
- Facilitates voluntary compliance with City codes.
- Empowers community self-help programs and projects.
- Develops public outreach programs.
- Establishes community priorities for enforcement programs.
- Performs other assigned duties as assigned.
Minimum Qualifications
- High School Diploma or GED. (Proof of education must be uploaded with application). .
- Must possess and maintain a valid Florida driver’s license.
- Minimum of one year of related experience; or equivalent combination of education and experience.
LICENSES, CERTIFICATIONS OR REGISTRATIONS:
- Must possess Level 1 Florida Association of Code Enforcement certification within two (2) years of employment.
Knowledge, Skills and Abilities
- Knowledge of Florida Statute: 162 - County or Municipal Code Enforcement.
- Knowledge of Constitutional and Due Process Requirements.
- Knowledge of the City Code of Ordinances.
- Knowledge of the geography of the City.
- Skill in interpreting and applying municipal codes to field problems and situations in a fair and impartial manner.
- Ability to communicate effectively with persons of diverse cultures.
- Ability to explain and enforce the municipal codes with professionalism, firmness and tact.
- Ability to handle complaints in a courteous, efficient and consistent manner.
- Ability to work independently and to make sound decisions based on well established procedures and municipal regulations.
- Ability to communicate clearly, both orally and in writing.
- Ability to attend night meetings.
- Ability to work after hours events to include nights, weekends, and holidays.
- Ability to work in heat, cold, around noises and other undesirable weather conditions and distractions.
- Ability to operate motor vehicles including small trucks, vans or cars.
- Ability to hear and comprehend conversations spoken at various tones of voice and various speeds.
- Ability to operate a cell phone, notebook or portable computer with proficiency in Word and Excel.
- Ability to operate a Sound Meter.
- Ability to operate a camera, which requires dexterity in hands and fingers.
- Ability to drive stakes into ground with hammer while posting property.
- Ability to complete forms.
- Ability to compose letters, memorandums and reports.
- Ability to research and retrieve records from the internet.
PHYSICAL AND MENTAL REQUIREMENTS:
The work is medium and requires exerting up to 50 pounds of force occasionally, and up to 30 pounds of force frequently, and up to 10 pounds of force constantly to move objects. Additionally, the following physical abilities are required: balancing, crouching, feeling, manual dexterity, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.
