ESSENTIAL JOB FUNCTIONS
Works under the general supervision of the Information Technology (IT) Finance Manager to acquire and understand IT priorities. Reviews the IT project backlog and evaluates projects based on their return on investment and added value to the City of Memphis. Oversees project development and deployment to track spending and remain in compliance with grant spending guidelines. Develops a roadmap of deliverables to ensure the successful completion of grant-funded outcomes. Serve as the City of Memphis IT Division’s organizational analyst for government grants management program. Leads the strategic identification, application, and management of grant opportunities to align with Information Technology Department’s (ITD) mission and priorities. Collaborates with ITD leaders to align with the Division’s priorities and assess backlog projects, identifying those best suited to benefit from available grant funding
opportunities. Conducts comprehensive research into grant opportunities using online tools and systems. Develops a tracking system, and creates visual representations of identified grant funding opportunities, deadlines, and success criteria. Advises ITD leadership on sequencing projects to optimize delivery and captures the project sequencing in a strategic roadmap with a 12–24-month delivery timeline. Collaborates with ITD Management and relevant City of Memphis departments to draft grants proposals and to ensure grant applications are compelling, data-driven, citizen-centric, and true to the strategic goals and fiscal needs of each project. Oversees grant reporting and compliance procedures, including
financial tracking and performance analysis, ensuring progress and annual reports are completed as required and deliverables are measured effectively. Serves as the primary point of contact for all ITD government grant-related deliverables and activities, fostering cross-departmental collaboration through clear communication with peers, management, the Grant Management Office, and City and City Council officials. Creates cash flow projections and other reports to incorporate grant funding into ITD’s annual budget and strategic plans, focusing on data-driven decision-making and planning. Offers training and support to City employees on grant processes and compliance requirements. Attends various meetings and conferences by driving throughout the City. Utilizes data analytics to identify funding trends, evaluate
opportunities and challenges and provide guidance on aligning grant efforts with organizational strategies and program goals. Assumes additional responsibilities as needed, focusing on leveraging strategic financial planning and data analysis to support organizational goals and improve grant and funding management processes.

Must be able to communicate clearly both verbally and in writing. Requires ability to operate general office equipment such as a computer and a telephone. Requires the ability to operate an automobile.
TYPICAL WORKING CONDITIONS
Work is performed indoors in an office environment. Some travel to meetings across the city may be required.
MINIMUM QUALIFICATIONS
Bachelor’s degree in Finance, Business Administration, Communications, Information Systems Management or a related field and five (5) years’ experience working in Strategic Financial Planning and Analysis; or any combination of experience or training which enables one to perform the essential job functions. Working experience in a government or municipal setting preferred. Working experience in grant writing and management, particularly with Federal, State, and Private grants strongly preferred. Must possess and maintain a valid driver’s license as a condition of continued employment.
