What are the responsibilities and job description for the CHIEF CONSTRUCTION MANAGER position at City of Miami?
This is highly advanced professional and administrative work managing roadway infrastructure, stormwater drainage, and structural construction projects for the City of Miami. Employees in this class are responsible for supervising, planning, assigning, and reviewing the work of a professional staff of Construction Managers and administrative staff. Emphasis of the work is on the development and implementation of policies and procedures to assure success in the monitoring of the work of consultants and contractors engaged in the design and construction of a variety of all city buildings, roadway infrastructure, stormwater drainage, structures, and related facilities. Responsibilities include, but are not limited to: supervising construction managers and administrative staff, analyzing special conditions or circumstances which arise on projects, assisting subordinates with unusual or difficult solutions to complex problems and assisting in the establishment of division objectives. An incumbent exercises considerable independent judgment in the application of the principles and practices of planning, design and construction. An incumbent must possess knowledge and experience in the administration of a variety of roadway infrastructure, structural, and stormwater drainage construction projects. General supervision is received from a professional and administrative superior who holds the incumbent responsible for effective work planning and progress and for the quality of professional results through personal conferences and performance reporting.
Supervises, plans, assigns, and reviews the work of a staff of subordinate Construction Managers and/or administrative staff engaged in monitoring the work of consultants and contractors engaged in the design and construction of a variety of city roadway infrastructure, stormwater drainage and structural projects.
Establishes policies and procedures for processing consultants’ and contractors’ invoices, requisitions and purchase order contracts.
Establishes guidelines for constructability reviews of consultants’ designs, plans and specifications.
Conducts meetings with stakeholders, consultants, user agencies and contractors.
Assists in establishing design guidelines, construction standards, and specifications for projects.
Assists subordinates with unusual or difficult solutions to all construction issues.
Ensures the implementation of policies and procedures to receive, analyze and incorporate construction suggestions from various city departments, user agencies, and stakeholders for construction projects.
Ensures the implementation of policies and procedures to satisfy required conditions prior to advertising for bids.
Determines if pre-bid conferences are required, and if so, coordinates with the Procurement Department and explains to bidders specific conditions which may affect bid prices.
Evaluates bids and makes recommendations for award of contract.
Reviews change proposal requests and advising on establishing priorities for the initiation of change orders.
Ensures compliance with policies and procedures prior to execution of change orders.
Ensures the implementation of standards and procedures for substantial completion, inspections, inspection reviews, and final acceptance.
Assists in final determination of project completion and recommending final project acceptance.
Reviews projects for “lesson learned” for the benefit of future projects.
Formulates policies for warranty administration.
Screens complaints during the warranty period and delegates assignments for correction.
Consults with subordinates on solutions to special issues during warranty periods that are not the responsibility of the contractor and must be solved by means outside the original contract.
Performs special investigations, field inspections of construction projects, sites analyses and feasibility studies, as required.
Participates in the development of policies to select competent and responsible consultants and contractors.
Recommends consultant and contractor performance suitability based on previous evaluations.
Makes recommendations regarding hiring, discipline, and promotion of subordinates; authorizes leaves; evaluates and rates employee performance.
Performs related work, as required.
Bachelor's degree in Engineering, Construction Management, or a closely related field.
Thorough six (6) years experience managing a portfolio of construction projects.
AND two (2) years experience supervising construction management personnel.
A license in any of the following is required:
State of Florida Professional Engineer or
Miami-Dade County or State of Florida General Contractor's.
A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, (See "Note and Documentation Sections" below).
OR
- Equivalent combination of education and experience beyond a high school diploma or its equivalent and two (2) years of the required experience.
NOTES:
Must be able to work a permanent or rotating shift schedule to include nights, weekends and holidays.
- Proof of education in the form of a Bachelor's degree in Engineering, Construction Management or a closely related field or higher from an accredited college or university. Foreign diplomas/degrees must be submitted with a credential evaluation report from an approved credential evaluation agency*. Translations of diploma/degrees are not accepted. If degree/diploma does not reflect the academic major on its face, transcripts indicating degree completion must be submitted. Audit/Academic reports are not accepted as substitutions for college transcripts.
- To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: copy of high school diploma, or equivalent, OR any higher accredited degree such as an Associate's, Bachelor's, Master's degree or higher.
- Proof of one of the following: (A) State of Florida Professional Engineer, (B) Miami-Dade County or (C) State of Florida General Contractor's.
- A valid Driver's License from any state (Equivalent to a State of Florida (Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources and must be maintained valid throughout employment.
- An accredited four-year college or university in the United States, OR
- A current member of the National Association of Credential Evaluation Services (NACES), OR
- A current member of the Association of International Credential Evaluators (AICE), OR
- A recognized Professional Organization
