The City Engineer/Stormwater Utility Manager, under the administrative direction of the Director of Public Works, directs, coordinates, and administers engineering support services for the department and plans, supervises, and coordinates projects critical to the maintenance and development of the City's public works and stormwater utility infrastructure. This leader acts as the Public Works Director in their absence. The City Engineer/Stormwater Utility Manager is a pivotal senior staff member of the city who executes important professional and administrative duties including the responsibility for engineering and construction support services for the City’s public infrastructure and the supervision of the City's engineering technicians.
The City Engineer/Stormwater Utility Manager is a professional engineer with a broad background in civil engineering primarily based in municipal environments. The development, planning, management, and permit compliance of the City's Stormwater Management Plan and activities represents a key portion of the position's focus. This leader is dedicated to the technical aspects and endeavors necessary to support the citizens and business of Middleton. As a collaborative professional, the City Engineer/Stormwater Manager works with internal teams, consultants, developers engineers, city committees, and external agencies - both public and private.The City Engineer/Stormwater Utility Manager can work independently, set and manage priorities across multiple concurrent projects and meet deadlines that can change rapidly. This is accomplished through supervision and team direction, personal execution of work, and effective management of personnel, equipment and funding resources. In tackling these diverse and broad duties the City Engineer/Stormwater Manager must effectively communicate across multiple channels and modes while always maintaining a professional and positive bearing and attitude.

- Directs the activities of engineering technicians in support of Public Works activities.
- Coordinates engineering projects with other City departments, with developers' engineers, and with external agencies (WDNR, WisDOT, USGS, etc.).
- Participates in regional stormwater management initiatives through coordination with staff of other agencies, and attendance at meetings with outside groups, including MAMSWaP, Yahara WINS, and various technical committees.
- Provides staff support to the Water Resources Management and Stormwater Utility Commission.
- Manages the City's Stormwater Management Plan and prepares an annual report as required by the City's WPDES permit in compliance with WDNR requirements.
- Coordinates policy and project activities to ensure compliance with the City's TMDL requirements.
- Reviews plats, plan drawings, surveys and related documents submitted by developers to assure compliance with the City's Comprehensive Plan and ordinances, and other applicable codes, laws and standards.
- Negotiates, tracks and audits City/Developer Agreements for construction of public improvements by developers.
- Coordinates with Engineering Technician staff and engineering consultants to prepare contract documents for capital improvement projects.
- Engages consultant to produce Traffic Impact Analysis reports and Water & Sewer Utility studies associated with proposed developments, and reviews resulting reports.
- Reviews traffic control (yield, stop, signal, roundabout) at intersections to verify appropriate control for current traffic conditions.
- Functions as a project manager for assigned projects.
- Prepares and maintains the City's standard specifications and other contract documents for the construction of public infrastructure (streets, sewers, water main, curb and gutter, sidewalks, etc.).
- Solicits proposals and prepares contracts for engineering and materials testing consultant services.
- Coordinates the maintenance of the department's infrastructure data in the geographic information system (GIS) and related databases.
- Drafts, revises and maintains templates of agreements, licenses and easements (City/Developer, consultant services, Stormwater Management System Maintenance, etc.).
Promotes a culture of safety within the department, implementing and enforcing safety protocols and training.
- Assists the Director of Public Works in preparation of the annual department capital and operating budgets.
- Keeps current in developments in the field of municipal engineering by attending seminars and meetings, and by reviewing technical journals.
- Answers engineering-related inquiries and investigates complaints from the general public.
- Participation in public meetings outside of the normal workday such as committee or Common Council meetings, or other planning committees.
- Participation in support of Emergency Operations Center, when activated in response to an emergency, under the direction of the Director of Public Works.
- Consider and integrate the city's clean energy efforts in each project to the extent reasonable and possible.
- Maintain exceptional attendance and timeliness.
- Performs other related job duties as required.
- Acts as the Director in the absence of the Director of Public Works.
- Comprehensive knowledge of the principles and practices of civil engineering.
- Comprehensive knowledge of the laws and regulations related to departmental activities.
- Comprehensive knowledge of the sources of engineering information and applications of engineering methods.
- Familiarity with the principles of budgeting.
- Initiative and resourcefulness in handling general municipal engineering problems.
- Proficient in the use of computer applications used in the performance of duties, to include Microsoft Office applications. Familiarity with AutoCAD and GIS software.

- Bachelor’s degree in civil engineering from an ABET-accredited 4-year college or university required.
- A master’s degree in water resources engineering or water resources management would be preferred.
- Current registration as a Professional Engineer (PE) in the State of Wisconsin required.
- Project Management Professional (PMP) certification highly preferred.
- Experienced in planning, design, permitting and construction of stormwater management features and other public infrastructure in conformance with Federal, State, County and local laws.
- Minimum five (5) years’ experience as a supervisor in professional engineering environments.
- Experience in public service preferred, experience in local government highly preferred.
Salary : $105,194 - $120,973
