The City of Middleton seeks a driven, technically proficient, and collaboratively minded team member to serve as our City Engineer / Stormwater Utility Manager. This vitally important and highly responsible role serves the primary engineering leader and personnel and technical supervisors of all engineering functions and staff. At the first Stormwater Utility Manger for the City, the selectee will map a path forward in an area if high importance to the City's residents and business. Position Summary

The City Engineer / Stormwater Utility Manager, under the administrative direction of the Director of Public Works, directs, coordinates, and administers engineering support services for the department and plans, supervises, and coordinates projects critical to the maintenance and development of the City's public works and stormwater utility infrastructure. This leader acts as the Public Works Director in their absence. The City Engineer / Stormwater Utility Manager is a pivotal senior staff member of the city who executes important professional and administrative duties including the responsibility for engineering and construction support services for the City's public infrastructure and the supervision of the City's engineering technicians.

The City Engineer / Stormwater Utility Manager is a professional engineer with a broad background in civil engineering primarily based in municipal environments. The development, planning, management, and permit compliance of the City's Stormwater Management Plan and activities represents a key portion of the position's focus. This leader is dedicated to the technical aspects and endeavors necessary to support the citizens and business of Middleton. As a collaborative professional, the City Engineer / Stormwater Manager works with internal teams, consultants, developers engineers, city committees, and external agencies - both public and private.

The City Engineer / Stormwater Utility Manager can work independently, set and manage priorities across multiple concurrent projects and meet deadlines that can change rapidly. This is accomplished through supervision and team direction, personal execution of work, and effective management of personnel, equipment and funding resources. In tackling these diverse and broad duties the City Engineer / Stormwater Manager must effectively communicate across multiple channels and modes while always maintaining a professional and positive bearing and attitude.

Salary Information

Salary : $105,200 - $121,000.

Full benefits including Health, Dental, Vision, WRS, Deferred Compensation 475b program, generous PTO and more.

Qualifications

Knowledge, Skills, and Abilities :

Knowledge

  • Comprehensive knowledge of the principles and practices of civil engineering.
  • Comprehensive knowledge of the laws and regulations related to departmental activities.
  • Comprehensive knowledge of the sources of engineering information and applications of engineering methods.
  • Familiarity with the principles of budgeting.
  • Skills

  • Initiative and resourcefulness in handling general municipal engineering problems.
  • Proficient in the use of computer applications used in the performance of duties, to include Microsoft Office applications. Familiarity with AutoCAD and GIS software.
  • Effective and skilled writer and public speaker.
  • Professional judgment, tact and courtesy.
  • Abilities

  • Ability to work independently.
  • Ability to establish and maintain effective working relationships with employees, city officials and the public.
  • Demonstrated ability to prioritize, direct and supervise activities of staff and consultants in a coordinated manner.
  • Ability to convey a professional and positive image of the department.
  • Education, Training and Experience :

    Education

  • Bachelor's degree in civil engineering from an ABET-accredited 4-year college or university required.
  • A master's degree in water resources engineering or water resources management would be preferred.
  • Training

  • Current registration as a Professional Engineer (PE) in the State of Wisconsin required.
  • Project Management Professional (PMP) certification highly preferred.
  • Experience

  • Experienced in planning, design, permitting and construction of stormwater management features and other public infrastructure in conformance with Federal, State, County and local laws.
  • Minimum five (5) years' experience as a supervisor in professional engineering environments.
  • Experience in public service preferred, experience in local government highly preferred.
