What are the responsibilities and job description for the Environmental Officer - Solid Waste position at City of Midland?
Performs inspections to ensure compliance with municipal ordinances, legal inspections, and local, state and federal regulations concerning environmentally regulated materials.
- Visually inspects properties for code violations as initiated by a complaint or routine inspection.
- Enters data into the computer to generate notice of violations to property owners or to record inspections.
- Responds to citizen calls regarding code violations, mailed information or general information regarding city, state or federal regulations.
- Provides staff support to the Solid Waste Solid Waste Department, and other departments as directed by the Director of Solid Waste.
- Researches planned districts, nonconforming uses, plats and illegal uses of property for the department.
- Manages city contracts for the clearing of lots, to include bidding projects, preparing contracts, awarding contracts and preparing payments to contractors.
- Conducts inspections to ensure proper environmental compliance in response to complaints.
- Provides information to the public and contractors regarding the requirements of related code and city, state, or federal requirements for disposal of regulated materials.
- Conducts field inspections of junk yards, vacant lots, illegal dumpsites and grease traps for compliance with city code.
- Supervises citizens requiring community service hours.
- Performs related duties as required.
Ability to sit, stand and drive a vehicle to and from work sites. Employee will be exposed to seasonal temperatures while performing on site inspections. Ability to lift, crawl, twist, squat and climb while conducting inspections. Employee is exposed to electrical and chemical hazards.
Ability to effectively communicate with developers, citizens and employees in order to provide information regarding city, state and federal codes and possible violations.
Knowledge, Abilities and Skills
Ability to read and understand materials including City Ordinances, professional literature, plans, correspondence, and manuals. Ability to write reports and correspondence. Skills in math. Skills to communicate both orally and in writing. Knowledge of office equipment including personal computer.
Minimum Education, Experience and Certification
High school diploma or equivalent. Valid Class B Texas Commercial Driver's License required. Must possess or obtain a Texas Registered Code Enforcement Officer certificate within two years of employment.
