Position Summary
Under general direction of the Planning Director, this position plans, directs and manages the operations of the Planning Division.
Essential Job Functions
- Gathers, prepares, and reviews information for proposed ordinances, regulations, and policies.
- Makes recommendations for amendments to the Zoning Ordinance, Comprehensive Plan, Parks Master Plan, and other construction related codes.
- Facilitates the ease of the development process for both citizens and commercial developers.
- Prepares and submits work plans for approval.
- Implements, reviews, and evaluates programs assigned to the division.
- Meets with developers, architects and engineers for pre-and post-development review and compliance and implementation of the Comprehensive Plan and the Zoning and Subdivision Ordinances.
- Prepares professional staff reports and recommendations for presentation to the Planning & Zoning Commission and City Council. Ensures all reports and recommendations are developed in accordance with applicable ordinances and policies and are suitable for placement on agendas for action.
- Presents data, statistical and project information, and proposes ordinance and development standards at public meetings.
- Performs short-term strategic planning to meet the needs of the citizens' demands.
- Investigates and resolves complaints.
- Prepares and presents comprehensive plans, planning and zoning code amendments, development applications, and land use proposals to the City Planning Commission and other administrative bodies.
- Attends professional development workshops and conferences to keep abreast of trends and developments in the field of planning, geographic information systems, construction, and environmental services.
- Conducts technical research studies and prepares statistical reports to monitor city socio-economic growth.
- Develops, manages, and implements GIS processes and procedures to ensure customer needs are met.
- Performs all other duties as assigned.
Education and Experience
Graduation from an accredited college or university with a Bachelor's degree in Urban Planning, Geography, or closely related field.
Master's degree in Urban Planning or Geography is preferred.
Minimum of five (5) years progressively responsible experience in municipal planning and / or GIS software, cartography, and databases.
Knowledge, Skills, and Abilities
Special Requirements
Responsible for attending meetings after normal working hours. This includes routine attendance at Zoning Board of Adjustments, Historic Advisory Board, Planning and Zoning Commission, and other required meetings.
Licenses & Certifications
Must possess and maintain a valid driver's license with acceptable driving record as established by the City of Midlothian driving standards.
AICP (American Institute of Certified Planners) certification preferred.
Work Environment
Work primarily performed in climate controlled office environment. Occasional exposure to extreme / inclement weather conditions when working in the field. May be subject to various fumes, dust, and traffic conditions. Physical demands are primarily sedentary. Requires light lifting (up to 10 lbs.), sitting, walking, and standing. Work performed may cause fatigue of eyes and other faculties because of fairly continuous use of motor senses.
