Purpose
Under the general direction of a Legislative ResearchSupervisor, the Legislative and Fiscal Services Specialist conducts research,drafts legislation, analyzes budget items, and performs fiscal review for theCity of Milwaukee Common Council.
Essential Functions
FISCAL AND LEGISLATIVE
- Draft ordinances and resolutions for Common Council action.
- Provide background papers on potential budget issues for Council member consideration.
- Evaluate budget requests and mayoral recommendations, and provide written and verbal analyses for the Common Council.
- Develop and provide for budgetary alternatives for Council member consideration.
- Prepare budget amendments and conduct fiscal, economic, and program analyses for the Common Council, its committees and members.
- Monitor state and federal aids and analyze county, state, and federal legislation having a fiscal effect on the City.
- Evaluate capital improvement finance requests, fiscal notes, funding requests, and other fiscal matters that come before the Council and the Council's standing committees.
LEGISLATIVE SUPPORT
Evaluate capital improvements finance requests, fiscal notes, funding requests, and other fiscal matters which come before committee.Provide technical assistance to task forces and ad hoc bodies established by the Common Council by conducting background research, gathering pertinent data, preparing reports and serving as a resource person.RESEARCH AND ANALYSIS
Draft and conduct surveys.Prepare analyses on a variety of urban topics.Conduct data gathering in the preparation, interpretation and analysis of reports.Perform research on municipal government functions, operations and organizations.DEPARTMENTAL SUPPORT
Advise and assist city departmental personnel in the preparation of reports preparation of reports, documents, legislative drafting and other matters relating to Council action.GIS MAPPING

Minimum Requirements
Bachelor’s degree in business administration, public policy, urban planning, economics, political science, information science, or a closely related field from an accredited college or university.Three years of related experience conducting research, evaluating budgets, drafting legislation, performing fiscal review and management analyses.Equivalent combinations of education and experience may alsobe considered.

Desirable Qualifications
Master’s degree in business administration, public policy, urban planning, public administration, urban affairs, economics, political science, information science, or a related field from an accredited college or university.Public sector experience.Knowledge, Skills, Abilities & Other Characteristics

The current salary range (Pay Range 2KX) is $77,551-$98,704 annually,and the resident incentive salary range for City of Milwaukee residentsis $79,877-$101,665 annually. Appointment above the minimum ispossible based upon level of experience and other qualifications and is subjectto approval.
