Purpose
The Real Estate Compliance Liaison Officer drafts andreviews documents, resolutions, and agreements; formulates negotiationstrategies; represents the Department of City Development (DCD) before boardsand commissions; and provides guidance to the department.
Essential Functions
Technical and Analytical
- Work with Tax Incremental Financing District (TIFDs) project managers to draft and review notices, resolutions, project plans, term sheets, development and cooperation agreements, and exhibits in agreements.
- Assist real estate staff with drafting and reviewing purchase and sale agreements, leases, operating agreements, and other documents as required for real estate transactions.
- Review newly created or amended allocated and boundary amendment TIFDs.
- Work with the Redevelopment Authority of the City of Milwaukee (RACM) and City staff to draft and review resolutions and bond documents for RACM bond transactions prior to review by the City Attorney’s Office.
- Work with Contract Compliance staff to draft and review various real estate and other related contracts.
Advisory and Project Management
Serve as liaison to the City Attorney’s Office for real estate matters.Work with the Commissioner and project managers to formulate and carry out negotiation strategies with developers and other stakeholders.Work with Planning staff and provide guidance for zoning matters.Serve as liaison to the Port of Milwaukee, assisting with negotiations and drafting and reviewing of Northern Harbor Tract leases, including Summerfest, Discovery World, Harbor House, and the Lakefront Gateway Project.Partner with the City Attorney’s Office in the preparation and review of leases and contracts for the Southern Harbor Tract.We welcome qualified individuals with disabilities who areinterested in employment and will make reasonable accommodations during thehiring process in accordance with the Americans with Disabilities Act (ADA) of1990, as amended by the Americans with Disabilities Act Amendments Act (ADAAA)of 2008.

The Real Estate Compliance Liaison Officer must be willingand able to :
Work variable hours, including occasional evenings and weekends.Travel to various sites throughout the City of Milwaukee.Minimum Requirements
Bachelor’s degree in business administration, finance, public administration, or related field from an accredited college or university.Five years of progressively responsible work experience drafting and reviewing resolutions, agreements, and providing compliance guidance.Ability to travel independently throughout the City of Milwaukee by public transportation, walking, bicycling, ridesharing, or driving.Equivalent combinations of education and professionalexperience will be considered.

Desirable Qualifications
Juris Doctor (JD) or Master’s Degree in business administration, finance, public administration, or related field from an accredited college or university.Experience with laws and ordinances concerning TIFDs, development, real estate management, and planning.Work experience in government or the public sector.Knowledge, Skills, Abilities & Other Characteristics

The current salary range (Pay Range 2TX) is $125,201 -$175,275 annually, and resident incentive salary range for City of Milwaukeeresidents is $128,957 - $180,533 . Appointment above the minimum ispossible based upon level of experience and other qualifications and is subjectto approval.
