The City of Milwaukie’s engineering team is seeking an Engineering Technician I to perform a range of engineering tasks for private development and capital improvement projects. Our Engineering Technicians provide engineering assistance for local developers, regulatory agencies, the general public and more. Typical duties include conducting construction inspections, administering and managing construction permits, assisting developers and the general public with understanding City codes, policies, and procedures, collecting and analyzing data, and performing other engineering-related tasks.
Key skills include knowledge of standard construction practices; ability to read and interpret construction documents; ability to inspect construction projects for conformance with City Standards; ability to process and maintain permits related to construction; ability to operate and maintain field equipment such as traffic counters and other instruments; ability to collect and analyze engineering data; strong interpersonal communication skills; ability to work with public officials, maintenance staff, developers, consultants, planners, engineers, the general public, and other important stakeholders.
Duties and Responsibilities:
- Inspect construction for capital improvements projects and public improvements for private development projects.
- Assist contractors, developers, engineers, regulators with City Codes, policies and construction standards.
- Respond to community inquiries related to utilities, public right-of-way, municipal infrastructure, construction projects, and other activities related to the engineering department.
- Process and manage various permits managed by the Engineering team, including Right-Of-Way Permits and Franchise Utility Permits.
- Conduct traffic studies at locations around the City.
- Collects and analyzes data, assists in preparation of engineering reports and memorandum.
- High school diploma or equivalent, AND
- Two (2) years of experience related to civil engineering practices and procedures such as permitting, GIS, drafting and/or construction inspection,
OR
- Associate’s degree in civil engineering, construction management, or related field from an accredited college or university.
Licensing/Special Requirements:
- Must possess or be able to obtain by time of hire a valid local driver license.
Employees hired in the Engineering Technician I job classification qualify for placement as an Engineering Technician II by meeting the following criteria:
- Attain the following certifications:
- Traffic control
- Certified Erosion and Sediment Control Lead (CESCL)
- Any certification issued by Oregon Department of Transportation (ODOT) or American Public Works Association (APWA) approved by supervisor
- Attend at least two professional development courses approved by supervisor
- Learn to successfully complete the following job tasks:
- Process right of way and residential permits
- Inspect capital improvement projects
- Demonstrate proficiency in all Engineering Tech I job functions
- Meet the minimum education and experience requirements of the Engineering Technician II classification

Compensation: The salary range for this overtime-eligible union represented position is $4,829 - $6163 per month. The starting pay assignment, based on an analysis of the successful candidate's related experience and education as documented on the employment application, in accordance with the pay equity policy (Download PDF and the Oregon Equal Pay Act, would be no higher than $5,871 per month.
