Position Description
This position will serve as an internal management consultant that provides the analytical, process development and coordinating services requested by Civil Rights Leadership to strengthen management systems and improve government services to meet citizen needs and expectations.

Job Duties and Responsibilities
- Manage and work collaboratively with multi-disciplinary project work teams drafting the project scope, scheduling meetings and tasks and facilitating the discussion on the issues, reaching consensus and developing a report or presentation.
- Manageand facilitate Business Process Improvement (BPI) teams in process improvement activities aimed at increasing efficiencies.
- Review and analyze operating procedures and policies using a variety of analytical techniques generally independently, but could be in conjunction with project teams to maximize service effectiveness and efficiency and / or to insure that proper accountability is provided based on continuous reviews and recommendations.
- Coordinate primary and secondary research efforts, including best practice studies, literature searches and survey work to provide continued optimization of efficiency and effectiveness in operations and programs.
- Coordinate assistance to management in researching, planning and developing policies, procedures and service redesigns on a project specific basis to ensure continuous improvement and maintain consistency.
- Gather and analyze business and financial plans to assist department and division heads to identify issues and develop new strategies.
- Provide management support in budgeting, grant, buyback allocations, equipment assessment, purchasing, developing RFP's, etc. focusing on maintaining budget constraints.
- Chair and participate in projects to enhance City and department service to citizens.

Required Qualifications
Minimum Qualifications :
Bachelor's Degree in a closely related field.
Minimum Experience :
Five years' experience in the public sector performing management duties.

Selection Process :
The selection process will consist of one or more of the following steps : a rating of relevant education and experience and / or an oral examination (100%). Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list.
