The City of Missoula’sCommunity Development Division () of Community Planning, Development & Innovation (CPDI) is looking for a detail-oriented and proactive Grants Administratorto help secure and manage vital resources that make a real difference in our community. In this role, you’ll research funding opportunities, oversee grant administration, and collaborate with local officials, agencies, and organizations to drive impactful programs forward.

  • This position is part of a formal career ladder. The posted wage range reflects the starting wages for Career Ladder Level I, with the full range of $28.44 - $33.13 / hour. Wages increase annually based on longevity and cost of living adjustments. The full wage range for Career Ladder Level II is $30.15 - $35.51 / hr.

Essential Functions

This position is part of a formal career ladder tying pay progression to the advancement and complexity of assigned duties and responsibilities.

Research grant opportunities, solicit proposals, and prepare / submit grant applications.

Prepare forms, budgets, and financial analysis for credit analysis or matching fund requirements, and reviews; prepare and implement necessary documents for grant applications and grant awards.

Administer grant funds, including receiving and disbursing funds, establishing and maintaining accurate records, preparing periodic financial and performance reports, ensuring compliance with all applicable rules and regulations, and monitoring project / program progress.

Coordinate tracking and reporting from grant activities to internal staff, local government officials, and the broader community.

Prepare loan agreements, requests for proposals, and bid documents; conduct bid openings, site inspections and / or program audits.

Serve as the local government liaison to grantees and contract holders.

Prepare and manage contract agreements; establish program parameters and performance standards.

Participate in public forums and planning groups to examine issues, develop programs, and plan services; facilitate meetings for the collaboration of a variety of interests.

Provide education and technical support, as needed, to local government officials, outside agencies, community-based organizations and individual applicants seeking assistance.

Assist with the preparation of program budgets and generating accounting records for grant programs.

Coordinate and / or participate in special projects; respond to identified needs; propose public policy; enhance coordination of existing services.

Knowledge, Skills and Abilities

Knowledge of public administration principles and practices, including program planning and administration, budget preparation, fiscal accountability, research methods, records management, etc.

Knowledge of community development, human services, and housing concerns, including community service delivery systems with the ability to learn and meet specific community needs.

Knowledge of standard grant procedures, including proposal development, preparation, grant administration, financial reporting, and program evaluation.

Knowledge of and ability to learn and seek out various local, state, federal grant, or loan programs.

Skill in conducting research, analyzing information, and writing technical reports related to community planning and development, including financial, performance, and demographic data.

Skill in operating office equipment, various computer software and databases, including Microsoft 365, and the ability to learn job-specific applications and equipment.

Skill in communicating, in person and writing, with the proven ability to establish and maintain effective working relationships with diverse individuals.

Skill in public speaking, with the ability to present data, reports, and other findings to a variety of diverse groups and individuals, while facilitating positive outcomes and maintaining a calm demeanor.

Proven ability to participate in a community focused and team-oriented environment, contributing as lead and collaborator, when necessary.

Ability to work independently while coordinating multiple programs with keen detail and accuracy, prioritize tasks with shifting priorities and timeline demands, and provide problem-solving solutions to various situations.

Ability to maintain and exhibit integrity and discretion in handling the confidential and sensitive information.

Ability to maintain records and prepare reports and correspondence.

Ability to monitor performance and enforce contract compliance.

Ability to develop, interpret, and implement policies and procedures to attain program goals and objectives.

Ability to learn departmental and City of Missoula practices and procedures.

Qualifications and Additional Application Materials

  • Any combination of education and experience equivalent to six (6) years of grant preparation and administration experience, or another relevant field.
