The Environmental Regulatory Compliance Superintendent is responsible to plan, organize, direct, and supervise the activities of the Environmental Services and Laboratory Services sections within the Utilities Department; to coordinate section activities with other divisions and departments.

Essential Functions:
Assist in the development and implementation of section goals and objectives; establish performance standards and methods for pretreatment, industrial, plan check, and public education programs; develop and implement policies and procedures.
Plan, prioritize, assign, develop, and oversee the work of staff involved in pretreatment and stormwater inspection and enforcement programs that promote a safer environment, protect collection systems, groundwater, and receiving water in compliance with federal, state, and local laws, regulations, and ordinances.
Evaluate operations and activities of assigned sections; recommend and implement improvements and modifications; prepare various reports on operations and activities.
Assist in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for staffing, equipment, materials, and supplies; monitor and control expenditures.
Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; conduct performance evaluations; recommend discipline; implement discipline procedures.
Participate in the negotiations with regional, state, and federal regulatory agencies issuing environmental permits for the City involving wastewater and stormwater.
Support other divisions in meeting and reporting requirements to maintain compliance with permits; oversee the development and submission of required reports for state and federal regulatory agencies associated with permits and programs, including the annual pretreatment and stormwater reports.
Oversee the development and issuance of environmental permits issued for discharging into the wastewater systems, including industrial, groundwater, liquid waste haulers, and other agencies.
Coordinate between City departments, divisions, and consultants on special water quality studies related to wastewater and stormwater on developing, gathering, reviewing, or obtaining data for assessment of current and future infrastructure needs and compliance with environmental requirements.
Respond to illicit discharges and potential illicit discharges to the storm drain system or receiving waters; assist in determining the types of pollutants; assess cleanup procedures and make appropriate recommendations for clean up; ensure cleanup is adequate and make appropriate notifications to environmental agencies.
Represent assigned sections on committees and to outside agencies and organizations.
Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
Observe and maintain a safe working environment in compliance with established safety programs and procedures.

Experience and Training Guidelines:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Four years of increasingly responsible experience performing a variety of environmental investigations and inspections in the analysis of water, wastewater, or other environmental services, including one year of supervisory responsibility.
Training:
Equivalent to a Bachelor's degree from an accredited college or university with major course work in biology, chemistry, physics, environmental science, or a related field.
License or Certificate:
Possession of, or the ability to obtain, a valid California driver’s license.
Possession of a valid Grade II Environmental Compliance Inspector Certificate issued by the California Water Environmental Association is required within eighteen (18) months of appointment.
Completion of Hazardous Material Forty-Hour First Responder Training as prescribed by the State Office of Emergency Services is required within two (2) years of appointment.
Failure to obtain any of the required licenses/certificates within the prescribed time may result in release from probation or termination.

WORKING CONDITIONS
Work is performed in a typical temperature-controlled office environment subject to typical office noise and environment. Some duties require working outside in a variety of climates and in traffic. Positions require occasional overtime or weekend work and the ability to travel.
Salary : $107,120 - $130,208
