Job Summary:
The City of Monessen is seeking a qualified and dedicated Code Enforcement Officer to oversee and enforce municipal codes, zoning regulations, and property maintenance standards. This position plays a crucial role in maintaining the safety, health, and aesthetic quality of the city by ensuring compliance with local ordinances and addressing violations. The ideal candidate will have experience in code enforcement, strong communication skills, and the ability to work effectively with property owners, businesses, and city officials.
Essential Duties & Responsibilities:
• Enforce local ordinances, including zoning, property maintenance, building codes, and public health regulations.
• Conduct inspections of residential, commercial, and industrial properties to identify code violations.
• Issue notices of violation, citations, and orders for compliance as required.
• Work with property owners and businesses to bring properties into compliance.
• Maintain accurate records of inspections, notices, and enforcement actions.
• Prepare reports and present findings to city officials, including attendance at public hearings or court proceedings if necessary.
• Respond to complaints from residents regarding code violations such as illegal dumping, high grass/weeds, abandoned vehicles, unsafe structures, and other nuisances.
• Assist in processing applications and permits related to zoning and property use.
• Collaborate with other city departments, including public works, police, and fire, to address code-related issues.
• Educate the public on city codes and regulations to encourage voluntary compliance.
• Perform other related duties as assigned.
Qualifications & Requirements:
• High school diploma or equivalent (Associate’s or Bachelor’s degree in a related field preferred).
• Prior experience in code enforcement, zoning, building inspection, or a related field preferred.
• Knowledge of municipal codes, zoning regulations, and enforcement procedures.
• Ability to read and interpret ordinances, maps, property records, and construction plans.
• Strong written and verbal communication skills.
• Ability to handle conflict resolution and enforce codes professionally and effectively.
• Basic computer proficiency, including experience with Microsoft Office and record-keeping software.
• Valid Pennsylvania driver’s license and ability to travel throughout the city.
• Certification in Code Enforcement (or willingness to obtain certification within a specified period).
Working Conditions & Physical Requirements:
• Work is performed both in an office setting and in the field.
• Frequent exposure to outdoor conditions, including inclement weather and unsafe building structures.
• Ability to walk, stand, climb, bend, and navigate various terrain for extended periods.
