Description

The City of Monroe is recruiting for a Permit Technician to join our Community Development Department.

The purpose of the position is to:
Perform varied, technical and complex administrative work in the Building Division of the Community Development Department. Coordinate, preparation and issuance of building, engineering, and fire permits.

Job Responsibilities

  • Accept permit applications; calculate and collect fees; assign document number; enter data into permit tracking software program.
  • Check commercial, industrial, residential and civil engineering plans to determine compliance with requirements. Verify contractor’s license for current licensing by the State of Washington.
  • Provide staff backup for the Planning Division for permit intake.
  • When completion of application is determined, enter data into a permit tracking software program in preparation for routing to various departments for plan review.
  • Prepare, submit legal notices for publications and distribute notices relating to permitting use activities.
  • Update city website with project activity and related information.
  • Issue permits when review process is completed, verifying completeness of documents included in permit packet.
  • Interpret information, answer inquiries and provide research explaining policies and procedures of the permitting process. Resolve routine questions or problems independently.
  • Direct customer inquiries to appropriate department personnel.
  • Create new and maintain various department related databases.
  • Maintain account records of fee payment transactions and updates on a monthly basis.
  • Monitor financial securities including maintaining accurate computer spreadsheets, notifying project managers of upcoming expiring securities and coordinating acceptance and release of all securities with customers and project managers.
  • Maintain accurate computer records on applications and track their status. Update files on a daily basis.
  • Assist in coordination of scheduling weekly Development Review meetings. Tasks involved with this function are working with the applicant for scheduling appropriate date and time, routing of preliminary plans for pre-review by staff and compiling meeting notes to forward to applicant.
  • Perform research for permitting related matters and other departments as needed.
  • Prepare and monitor work processes from intake to issuance of a permit, including inspections and certificates of occupancies once the file has been closed, and then preparing them for archiving according to Washington State record retention schedule.
  • Assist in compiling permit information, preparing reports for distribution as necessary and forwarding information to the Snohomish County Assessor on a monthly basis.
  • Respond to customer inquiries regarding status and approval process of all related permits.
  • Perform office management details without referral to or direction from a supervisor.
  • Update and maintain current department permit submittal packets, with attention to detail of related codes and standards.
  • Prepare correspondence on permitting related matters requiring knowledge of division operations and regulation.
  • Maintain regular, reliable and punctual attendance.
  • Perform other duties as assigned

Minimum Qualifications

  • Three years administrative experience in the permitting field or a combination of training and experience that provides the required skills, knowledge and abilities.
  • Permit Technician Certification through ICC or the ability to obtain within one year of hire.
  • Experience & familiarity with permit tracking software programs.
  • Experience & familiarity with zoning, land use, engineering and building codes.
  • Advanced computer, grammar and math skills.
  • Must be 18 years of age.
  • High School diploma or GED required; AA degree desired.

Any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities will be considered.
