Salary Information

Compensation plans are based on a multi-step progression system. The pay range reflects the entry level and maximum salary potential in the assigned pay grade.

  • A starting salary may be negotiated and will be commensurate with education, training and experience in alignment with pay administration policies and Montgomery Personnel Board Rules & Regulations

Nature of Work

Underthe broad policy guidance of the Chief Operating Officer and ChiefAdministrative Officer, the City Operations Program Manager serves as a keymember of the City's leadership team with direct responsibility for theeffective implementation of Citywide strategic and operating initiatives andpolicies. The COPM directs program and project implementation of the City'sline functions which includes Public Works, Planning, Permitting, Inspections,Zoning, Building and Code Enforcement, Economic Development, InformationTechnology, Parks and Recreation, Fleet Management, Municipal Courts andBuilding Maintenance. The COPM will also have oversight coordination andimplementation responsibility over the City's a multi-year,multi-million-dollar capital projects and special projects with responsibilityfor ensuring that they are delivered in a timely, high quality andcost-efficient manner. The COPM oversees two or more full-time and / or part-timeemployees. The ideal candidate must be able to think strategically andexercise considerable initiative and independent judgment be a creativethinker, a visionary leader and a person who understands responsibility andaccountability. The position requires strong organizational, leadership, andrequisite skills, experienced in developing and implementing important processimprovements. This is a highly visible position which demands excellentcommunication, high integrity presentation, negotiation, and management skills. This position will report to a cabinet levelposition.

Minimum Qualifications

Must have a bachelor's degree inbusiness, public administration, organizational management or a related field orpossession of a Project Management Certification along with at least five (5)years of managerial experience to include database development and experiencein financial and account reporting and a proven history of successfully managedmulti-million-dollar projects resulting in client satisfaction. Candidates withrelevant experience in government or military roles will also be considered. NOTE : Qualifying education, training and experiencethat provide the requisite knowledge, skills and abilities to perform the jobwill be considered.

Kind of Examination

Applications are being accepted to fill one (1) vacancy and any vacancies that may occur during the life of the register. The current vacancy is with the  City of Montgomery Housing Department.  Applicants will be screened and qualified based upon education and experience as shown on the application and supplemental questionnaire. For this reason, applicants are urged to fill in the application form and the supplemental questionnaire completely providing detailed information concerning the kinds of jobs they have held, the dates they held them, where and exactly what their duties were. If more than five qualified applications are received, the supplemental questionnaire will be used to rank applicants. Tied scores will not be broken. If there are five or less qualified applicants, they will be considered equally qualified and placed on the register in alphabetical order.
