YOUR POSITION
The Senior Management Analyst for Workforce Development within the Economic Development Department will be responsible for overseeing the City's Business & Employment Resource Center (BERC) and expanding the workforce development programming. This role involves performing complex and responsible analyses and studies on a wide range of management, administrative, financial, and organizational issues to support City-wide or department goals and objectives. The incumbent is expected to define and apply appropriate study methodologies, utilize sound analytical tools and techniques, and achieve fact-based conclusions and recommendations. Additionally, the Senior Management Analyst will provide lead supervision of other professionals and support staff within their area of responsibility. The position aims to enhance Moreno Valley residents’ access to quality local jobs, connect major employers with local educational partners, and offer jobseeker up-skill training to prepare the local labor force for careers in growth industries.

IDEAL CANDIDATE
Our ideal candidate will have extensive knowledge of principles and practices of economic development, program development, workforce development, America's Job Center programs, grant management and workforce incentive programs. Strong analytical skills are essential, with the ability to independently conduct studies, gather and analyze complex financial and economic data, and develop reports of findings. The candidate should have excellent organizational skills to plan, develop, and direct programs, coordinate multiple projects simultaneously, and manage contracts. Strong communication skills, both oral and written, are crucial, along with the ability to make presentations to public groups and serve as a City liaison. Proven ability to build strategic partnerships with intergovernmental and community-based agencies, educational institutions, medical service providers, businesses, and other entities is essential. The candidate should be customer-service-oriented with a commitment to providing quality customer service and be motivated by challenges, able to work with minimal supervision, and make sound, reliable, fact-based conclusions and recommendations. Experience in managing budgets and knowledge of applicable federal, state, and local laws, and the ability to interpret, apply, and explain laws, codes, regulations, and policies is also required.
Minimum Qualifications
A bachelor’s degree in finance or a closely related field; OR, equivalent related work experience; AND
A minimum of five (5) years of progressively responsible professional experience performing administrative, operations, budgetary and similar analyses. Experience in a governmental agency is preferred.
