This job is located in the Mount Dora Fire Department and is under the general supervision of the Fire Chief. Work is performed in accordance with departmental regulations, but considerable independence and discretion are applied in the performance of this position.
This position is responsible for managing various department-wide programs as directed by the Fire Chief. The Deputy Fire Chief will assist the Fire Chief in directing activities of the Fire Department; confers with the Fire Chief in developing policies and procedures and implementation of the department goals and programs. This is a highly technical and professional management position, requiring extensive education and experience. Major job functions include supervision and coordination of projects, personnel, apparatus, fire/rescue equipment and work programs related to the activities, personnel and equipment related to the Operations section of the fire department. Responsible for planning, assigning, and reviewing work, handling complaints and grievances, maintaining records, initiating employee discipline, and evaluating employee performance. Duties also include organizing, staffing, directing and controlling resources assigned. The position coordinates and participates in training, disciplining and evaluating fire department personnel in the operation and maintenance of fire equipment, in techniques of firefighting, in life safety services and the provision of emergency medical services.
The position has complete responsibility over all activities and functions involved with emergency operations. The Deputy Fire Chief may also assume command of emergency operation incidents as necessary.

Essential Duties:
- Exercises direct supervision over Operations personnel.
- Frequently speaks and has discussions with the Fire Chief in order to review departmental projects and programs currently being planned and worked on.
- Regularly presents thoughts, ideas and suggestions from inter-departmental supervisors to determine the best course of action in delivering a quality based fire and emergency medical service.
- Consistently defines and communicates information and expectations to departmental personnel in relationship to job functions, assignments, schedules responsibilities and deadlines.
- Reviews incident reports and provides direction for any corrections necessary. Implements, establishes and maintains a quality assurance program for all written documentation conducted within the Emergency Operations section.
- Observes conditions at fire and emergency scenes in order to evaluate dangerous situations that might endanger firefighters and/or the public, in order to make decisions to combat and mitigate the situation.
- Becomes directly involved in the knowledge of the City water supply system. Encourages and coordinates fire suppression crews in available water supply and fire hydrant maintenance.
- Establishes the operations policy for hazardous material response and trains employees to the appropriate level of response.
- Speaks with owners and occupants of properties to advise them of fire prevention efforts and make recommendations for correction or removal of fire hazards.
- Participates on development review committee- review site plans, variance requests, subdivision proposals, attend pre-DRC meetings and DRC meetings.
- Schedules and Coordinates the completion of required fire exit drills at schools and other occupancies in order to ensure proper and safe evacuations of premises.
- Coordinates the completion and routine update of pre-fire planning in target hazard and commercial occupancies.
- Coordinate fire safety, fire prevention and injury prevention educational events.
- Takes and active role in the coordination of fire department participation and staffing related to large scale special events.
- Schedules, coordinates, and completes formal employee performance evaluations related to subordinate personnel. Reviews and signs subordinate employee performance evaluations.
- Actively participates and assists in the hiring and promotion of Fire Department personnel.
- Responsible for and actively participates in developing employees and officers for higher levels of responsibility within the organization. Consistently strives to develop all personnel to their maximum level of competence.
- Assists in the development and administration of the department budget; recommends priorities by means of supportive data; and attends City budget sessions as needed.
- Prepares requests and bid specifications pertaining to the replacement or acquiring of equipment within the fire department.
- Formulates strategies for use in labor contract negotiations in order to provide effective operations.
- Evaluates and implements personnel changes and transfers.
- Perform the role of Acting Fire Chief when assigned in his/her absence.
- Formulates and reviews department policies, procedures, guidelines, priorities and work schedules, and updates as required.
- Prepares written reports and oral reports as necessary and as directed.
- Conducts investigations of accidents and accidents involving damage, loss of equipment, or injury to personnel and prepares reports, findings and recommendations.
- Performs other related duties as required.
Required Qualifications:
- Valid Florida Class D driver license with E endorsement
- High School diploma or equivalent
- Bachelor Degree in related field is required
- Meets the requirements of the Florida Firefighter Standards Council or able to obtain within 12 months from date of hire
- Three (3) years supervisory experience at Division Chief or higher
- Florida Fire Officer III certification or able to obtain within 18 months from date of hire
- EMT or Paramedic Certification is required
- Complete the required National Incident Management System (NIMS) training within 6 months of completion of probationary period.
Preferred Qualifications:
- Emergency management experience
- CPSE Accreditation experience (manager or peer team)
- CFO designation/EFO graduate
- Florida Fire Instructor III or equivalent
