Objectives: The City Inspector is responsible for ensuring compliance with local zoning and property maintenance regulations, utility inspections, and other duties assigned pertaining to other city ordinances, in alignment with the Ohio Revised Code (ORC). This position involves conducting inspections of residential, commercial, and public properties to verify adherence to state and local regulations. Additionally, the City Inspector will assist in the organization, management, and administrative duties associated with programs being implemented and/ administered within the City of Mount Vernon. This role aims to protect public health, safety, and welfare by identifying violations, facilitating corrective actions, and offering guidance to property owners, contractors, and City officials, while also supporting the effective administration of programs within the City.

Minimum Education and Experience:

  • Bachelor’s degree in Business, Public Administration, Environmental Science, Urban Planning, or a related field, or an equivalent combination of education and experience.
  • Two (2) or more years of demonstrated progressive experience in zoning enforcement and/or public utilities.
  • Five (5) or more years of demonstrated progressive experience in the public sector.
  • Proven experience in managing departmental budgets.
  • Supervisory experience is preferred.
  • Possession of valid State of Ohio Driver’s License and ability to maintain insurability under the City’s vehicle insurance policy.

Essential Job Functions:

  • Administer and enforce City Zoning Codes for the City of Mount Vernon.
  • Maintain the City Zoning District Map
  • Issue zoning permits and inspect for compliance.
  • Assist in the implementation and administration of OpenGov Cartograph (Work Order Program).
  • Assist in the implementation and administration of OpenGov permit and licenses.
  • Assist in the implementation and administration of Fog Program. (Fats, Oil, and Grease).
  • Assist in the implementation and administration of Backflow Program.
  • Assist in the implementation and administration of Beneficial Use Program of Drinking Water Treatment Materials (Lime Program).
  • Assist in the implementation and administration of Lead Line Service Inventory.
  • Assist in the implementation and administration of SWAP. (Source Water Area Protection Program).
  • Assist in the implementation and administration Fixed Asset Management Programs at the WTP and WWTP.
  • Maintain accurate records of all amendments made to the City Zoning Codes or the City Zoning District Map, all conditional use permits and variances granted, and all zoning certificates and notices of violation issued.
  • Issue conditional use permits, and variances after compliance inspections with Code requirements.
  • Recommend to the Municipal Planning Commission revocation of conditional use permits where it is believed the terms of the permit have been violated.
  • Review and approve site plans pursuant to the City Zoning Code.
  • Prepare and submit an annual report to the City Council and Municipal Planning Commission on the administration of the City Zoning Codes, setting forth such information as may be of interest and value in advancing and furthering the purpose of the City Zoning. Such report shall include recommendations concerning Code changes and the schedule of fees.
  • Supervise and manage staff and their associated duties.
  • Facilitate the development process including permitting, zoning amendments, variances, and Conditional Use Permits, working with applicants, reviewing applications, attending meetings, and answering questions from property owners and stakeholders.
  • Formulate and implement long-range plans, serving as project lead for plan formulation/updating.
  • Review subdivisions/lot splits.
  • Set departmental budget and processes, invoices and purchase orders.
  • Serve as a point of contact for Municipal Planning Commission, Board of Zoning Appeals, and Historical Review Commission.
  • Other duties as assigned.

  • In addition to the essential job functions, employees may be asked to perform other duties and responsibilities as needed to support the overall operation of the department. These non-essential functions may include assisting with special projects, participating in departmental meetings, helping with administrative tasks, or providing support to other teams as necessary. While these tasks are not the primary responsibilities of the role, they contribute to the smooth operation of the City’s operations and may vary depending on departmental needs or special circumstances. Employees are expected to remain flexible and adaptable to perform additional tasks as required by the department or supervisor.

Job Requirements:

Equipment: Desktop or laptop computer with relevant software, printer, telephone, fax machine, copier, document scanner, and other standard office equipment. Additional equipment may include specialized tools or technology required for specific tasks within the department.

Knowledge, Skills, and Abilities (KSA's):

Knowledge:

  • Knowledge of Public Sector and City Government, preferred.
  • Knowledge of Law Enforcement, preferred.
  • Knowledge of Public Utility, preferred.
  • Knowledge of local government structures, policies, and procedures.
  • Advanced knowledge in current city planning and economic development trends and best practices.
  • Knowledge in Geographic Information Systems (GIS) and map-making.
  • Must have knowledge of and familiarity with municipal operations according to the Ohio Revised Code; civil engineering office procedures.
  • Knowledge of zoning codes.
  • Knowledge of civil engineering office procedures, preferred.
  • Knowledge of word processing, spreadsheet management, GIS, and database software.
  • Knowledge of office administration.
  • Knowledge of municipal operations.
  • Knowledge of purchasing practices and processes.
  • Knowledge of database management.
  • Thorough knowledge, adherence, and ability to follow Federal, State, City, and department policies and procedures.
  • Knowledge of accounting and finance practices and procedures.

Skills:

  • Advanced skill in zoning and land use.
  • Advanced skill in Microsoft Office.
  • Advanced skill in reading and interpreting maps, site plans, plats, and construction drawings.
  • Skilled in proofreading.
  • Skilled in typing, calculating, measuring, planning, auditing, and scheduling.
  • Skilled in financial tracking, data entry.
  • Skilled in iWorQ Permit Management, Bluebeam Revu & Foxit Phantom PDF, Adobe Connect, Zoom, Teams, Webex, Accela Minute Traq, Express Scribe Transcription, Access, Microsoft Suite, Google Suite, Authority Finance and additional software.

Abilities:

  • Advanced ability to communicate effectively, concisely, and respectfully to a wide variety of internal and external stakeholders.
  • Advanced ability to build consensus and work collaboratively with a wide variety of internal and external stakeholders.
  • Advanced ability to manage, prioritize, and track multiple projects and processes at once.
  • Ability to perform minor engineering (non-professional) functions such as drafting, estimating and other engineering calculations.
  • Must be well organized and possess excellent verbal and oral communication skills with the ability to manage personnel and work effectively within and among diverse groups and agencies.

Difficulty of Work:

  • Must be able to ascend and/or descend ladders, stairs, or scaffolds.
  • Must be able to work in and around crowds.
  • Must be able to handle potentially violent or emotionally distraught people in the public.
  • Must be flexible with work schedules to accommodate meetings after business hours.
  • The physical demands/strength rating is rated at a medium level.

Physical, Mental, Environmental Requirements:

  • Constantly required to stand or sit for prolonged periods of time.
  • Occasionally required to stand, walk, or move about.
  • Constantly communicates with others to exchange information.
  • Constantly uses repetitive motions that may include the wrists, hands and/or fingers.
  • Occasionally required to lift and/or move up to 50 pounds.
  • Must be able to concentrate for extended periods of time paying close attention to details.
  • Works with broad management responsibility for a large program with minimal direction towards long-range, strategic goals and are reviewed in terms of results.
  • Provides direct supervision for delegating and evaluating work, training, disciplining, and recommends the hiring, promoting, and terminating of employees.
  • Must satisfactorily complete a drug screen, background check and driving record.

Supervisory Responsibility: This position will supervise the Property Maintenance Enforcement Officer.

Job Location: The position requires the individual to work in environments that may expose them to adverse environmental conditions, including but not limited to extreme weather, construction sites, or areas with high noise levels. The role may involve both indoor and outdoor work, requiring adaptability to various conditions.

Job Type: Full-time

Pay: $30.25 - $42.36 per hour
