Position Description:
Manage city environmental programs to meet stormwater National Pollutant Discharge Elimination System (NPDES) requirements for western Washington, protect local lakes and creeks, implement the city’s forest management plan, develop a climate resiliency program, and manage the city’s solid waste contract. A critical part of this work is managing the city’s stormwater capital projects (two to three projects per year). Employees in this classification apply for and manage grants, manage consultant contracts, review consultant deliverables, develop new programs, manage budgets, and represent the city in meetings with local and state staff. Successful applicants will be experienced in developing and implementing public outreach, education, and involvement campaigns. Other duties also include documenting pollutant spill response and updating the stormwater comprehensive plan.

- Lead city compliance with the NPDES Phase II Stormwater Permit, including coordination with other departments. Preparation of the annual report for Ecology, and other stormwater reports as required.
- Utilize project management principles and methodology for stormwater capital improvement efforts to improve water quality, mitigate flooding, and protect aquatic habitat, including the advertisement, bid and award of stormwater capital improvement projects.
- Manage multiple consultant contracts, including the on-call stormwater engineering contract and the solid waste management contract.
- Prepare pay estimate; negotiation of change orders and field change directives. Management and tracking of the close-out phase of construction contracts and the documentation required for final project approval.
- Develop and monitor project budgets; review and track project expenditures and prepare reports on cost overruns or budget amendments.
- Ensure compliance with related city, state and federal standards, policies, guidelines, laws and processes.
- Develop Request for Qualifications (RFQs) and Request for Proposals (RFPs) and consultant selection.
- Review and approval of fee sheets, scopes, schedules and invoices; review of consultant drawings, specifications and estimates for accuracy and quality; monitoring of consultant progress and verification of invoices.
- Prepare city council agenda packets for stormwater issues; present at city council meetings and public hearings; respond to council questions on issues.
- Represent the city in meetings with municipal governments, state and federal agencies.
- Manage the city’s urban forestry program (Trees for Terrace). Includes implementation of the city’s Urban Forest Management Plan (2025).
- Respond to public concerns and complaints regarding stormwater management issues. Provide technical expertise, respond to complex questions; interpret various codes and ordinances; develop and revise procedures as needed.
- Develop and manage public education, outreach, and involvement programs for both stormwater and solid waste management. Solid waste outreach and responding to individual resident requests regarding garbage pickup or garbage/recycling related questions will be accomplished through the city’s solid waste contract.
- Implement the illicit discharge detection and elimination program, including supervision of a field technician who will conduct dry weather outfall screening and sampling tasks.
- Coordinate spill response, spill investigation, spill cleanup and any cost recovery or enforcement actions related to spills.
- Oversee and supervise stormwater inspections for existing development and new development.
- Propose new or amended city ordinances to meet new requirements, complete city code update process to city council approval
- Develop and monitor the utility budget, assure resources are available to fund capital improvement projects, maintain, inspect water quality and contracted services; establish internal systems to track resource expenditure.
- Identify necessary stormwater improvements, identify deficiencies, update basin plans, and develop 6-year and 20-year Capital Improvement Program (CIP) as part of stormwater comprehensive plan updates.
- Investigate program and project grant opportunities and prepare applications.
- Assist with public and private development stormwater permit plan review.
- Other duties as assigned.

Qualifications:
Education, Training, and Experience Guidelines:
- Any combination of experience and training that would likely provide the required knowledge and abilities would qualify an applicant. A typical way to obtain the knowledge and abilities would be bachelor’s degree in related field and three years of increasingly responsible experience coordinating a surface water or stormwater management program.
- Must pass a thorough background investigation.
- Must have a valid Washington State driver's license (or be able to attain at time of appointment) and a driving record acceptable to the City's insurance carrier.
Knowledge of:
- MS Word, Outlook, Excel, Bluebeam, and other similar software as needed.
- Business English, spelling, grammar, vocabulary, punctuation and mathematics.
- Engineering plan review.
- Communication for public outreach at community events.
- Grant application writing and grant contract administration.
- Application of the 2024 Ecology Stormwater Management Manual for Western Washington.
- Effective methods of organizing and utilizing data, equipment, personnel and resources.
- Budget preparation and control.
- Engineering planning, design, and permitting processes.

Working Conditions:
This position works in both an office environment and outside in creeks and at existing developments and construction sites. The fieldwork may involve monitoring construction work or investigating existing drainage or spill incidents under varying weather conditions. Potential hazards at construction sites include vehicular traffic, construction equipment and uneven terrain. The work environment is sometimes stressful, requiring working under tight deadlines with distractions and interruptions, and requires the ability to shift priorities rapidly. The position also requires delivering presentations at occasional evening meetings with the Planning Commission, Recreation & Parks Committee, or City Council.

General supervision from the City Engineer or designee.
Supervision Exercised:
May supervise assigned technical staff.
Schedule and Compensation:
This position is scheduled to work 8:00 a.m. - 5:00 p.m., Monday- Friday. This position is exempt and non-represented with an annual salary of $117,558.91 - $144,509.92.
