General Description Of Duties

The purpose of this classification is to lead & coordinate the City's Building Services Permitting Teams. The employee in this position, under direction of the Building Official, leads permit technicians in the building permit application process through departmental coordination, processing and tracking.

EMERGENCY RESPONSE STATEMENT

Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Processes permits according to established Community Development Code regulations, and provides overall customer service to building professionals and the general public; performs specific functions requiring specialized knowledge of departmental rules and regulations, and applies acute attention to detail in all processing tasks.
  • Leads and coordinates daily work activities of assigned Team co-workers: organizes tasks in order to complete assigned work; monitors status of work in progress and inspects completed work; confers with co-workers, assists with complex/problem situations, and provides technical expertise; trains and assists permit specialists in daily operations/procedures relative to building and zoning; assists Building official with supervision of co-workers by reporting employee problems and providing input on disciplinary action and employee performance evaluations.
  • Coordinates permitting process for more difficult and lengthy permits; processes detailed records and reports required by Federal, State, County, and local agencies.
  • Verifies data for building plans submitted; evaluates completeness, proper documentation of Power of Attorney, design professional seals, notarization, state energy calculations, survey, elevation certification, property owner.
  • Verifies and registers contractors and sub-contractors for current licensure and compliance with applicable State and local licensing laws; verifies license is consistent with requested permit; verifies zoning is consistent with requested permit.
  • Performs customer service duties; receives phone calls and/or meets in person with contractors or citizens; answers questions and handles complex complaints; researches and resolves issues or directs to the appropriate party for assistance.
  • Processes contractor's and homeowner's requests for permitting; calculates fees, and collects funds due; enters various permit processing data, such as construction type, occupancy type, roof materials, work description, and appropriate permits; coordinates tracking of plans review/permitting process with appropriate divisions; notifies contractors' of plans' status.
  • Assists department employees with computer errors/problems, contacts computer software vendor to obtain information to correct.
  • Acts as liaison with other City departments in permit policies and procedures.
  • Performs daily accounting, balancing and verification of all transactions processed; issues payment adjustments and permit refunds as needed.
  • Prepares documents for issuance, Certificates of Occupancy or completion; distributes required copies to appropriate departments.
  • Responds to information requests concerning the Comprehensive Development Code, permitting processes and procedures, fees, flood zone issues, FEMA issues, property location verifications, and related zoning and permitting issues.
  • Performs various clerical tasks in processing miscellaneous and special permits, verifying credentials and calculating fees.
  • Maintains active and finalized files for permits, reports, and receipts; prepares such for storage.

Includes exercising discretion in determining data classification, and in referencing such analysis to established standards for the purpose of recognizing actual or probable interactive effects and relationships.
  • Human Interaction: Requires the ability to perform in a supervisory capacity over subordinate supervisors.
  • Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
  • Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.
  • Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.
  • Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
  • Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

Minimum Qualifications

  • High school diploma or GED;
  • Two (2) years progressively responsible experience in administrative support functions demonstrating customer service skills supplemented by two (2) years progressively responsible administrative support experience in a government permitting role
  • Or any equivalent combination of education, training, and experience which provides the knowledge, skills, and abilities for this position.

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.

Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
