GENERAL DESCRIPTION OF DUTIES:
Under general supervision, the position is responsible for ensuring compliance to plans and specifications for City water, wastewater, storm drainage, roadways, and other public works construction activities. Employees in this class monitor quality control, construction site safety, trench safety, and safe handling of traffic in construction and maintenance areas. Employees in this class possess considerable knowledge of applicable municipal, regional, and State regulatory practices. Work involves technical examinations and the application of standard trade practices to inspection work. Inspections are conducted independently but in accordance with department regulations and established technical standards. Performs related work as required.
EMERGENCY RESPONSE STATEMENT
Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
- Conducts inspections on water, wastewater, storm drainage, roadways and other public works construction, maintenance and repair activities.
- Ensures all City conducted and contracted construction work conforms with safety and other requirements of established regulatory practices.
- Conducts inspections on new and existing sanitary sewer installations, water main installations, and water and wastewater service installations.
- Verifies field site conditions, i.e., surveying, distance verification, grade setting; recommends modifications to approved plans due to field site conditions.
- Ensures compliance with plans and specifications per work order; reviews previous work orders and as-builts.
- Generates and submits work orders.
- Responds to concerns and inquiries from residents concerning personal property, or regarding construction zone activities; resolves complaints from citizens in and around the area.
- Investigates concerns of the public and contractors, to include researching plat maps and drawings.
- Coordinates with and monitors work of contractors; directs changes to contractors when circumstances warrant such to ensure regulatory compliance and adherence to plans/specifications.
- Maintains detailed records of all contractor work, as well as various records and logs concerning field inspections and administrative activities.

MINIMUM TRAINING AND EXPERIENCE:
- High school diploma or GED
- Supplemented by minimum five (5) years progressively skilled utilities construction, maintenance, and/or repair experience, the majority of which shall be acquired in a lead capacity
- Prefer Vocational/technical training in blueprint reading and construction principles and techniques; or an equivalent combination of education, training, and experience.
- Possession of a valid Florida driver license, class "E" and possession and maintenance of a driving record which meets or exceeds minimum City driving standards.
The City of Naples is a Tobacco-Free Workplace.
