CODE ENFORCEMENT OFFICER
GENERAL DESCRIPTION
The Code Enforcement Officer conducts inspections and field investigations involving violations of the municipal code to ensure the health and safety of the residents of the City; maintains inspection documents and files. Monitors and enforces ordinances, codes, and regulations related to zoning, land use, nuisance, housing, building codes, health and safety, blight, graffiti, water, and waste.
DUTIES AND RESPONSIBILITIES
• Field Inspections: Regularly patrol designated areas, conduct inspections, and field investigations involving violations of the municipal code to ensure the health and safety of all City residents. Conduct exterior inspections of all single family and commercial properties and enforces code violations appropriately.
• Complaint Investigation: Respond to citizen complaints regarding suspected code violations, gather evidence through site visits, document findings, and interview property owners or occupants.
• Enforcement Actions: Issue written warnings or citations to property owners for code violations, outlining the necessary corrective actions and deadlines for compliance.
• Public Education: Provide information to residents and businesses about local ordinances, zoning regulations, and proper maintenance standards to promote compliance and prevent future violations.
• Legal Proceedings: Prepare cases for court hearings when necessary, including gathering documentation and presenting evidence to support citations issued.
• Collaboration: Work with other city departments such as administration, police department, parking enforcement, and public works to address complex issues and coordinate enforcement efforts.
• Report Writing: Maintain detailed records of inspections, violations, corrective actions taken, and follow-up actions through comprehensive reports.
• Professional Development: Attend seminars and meetings and maintain current knowledge of code requirements and related City ordinances.
• Performs other related duties as assigned.

Qualifications
MINIMUM EDUCATION AND EXPERIENCE
• Requires a High School Diploma or GED equivalent.
• Requires at least one (1) year of experience in municipal code enforcement, code compliance; OR experience can be supplemented by completion of one (1) year of college in criminal justice, public administration, or business administration; OR 1 year of specialized training or certification specific to the job.
• Strong observation skills to identify code violations during inspections.
• Excellent communication and interpersonal skills to interact effectively with the public.
• Ability to interpret legal documents and enforce regulations.
• Detail-oriented with strong record-keeping and reporting abilities.
• Ability to work independently and make sound judgments in the field.

Environment: Work is performed primarily in an outdoor field environment, in all
types of weather and temperature conditions; exposure to potentially hostile individuals
and environments, noise, dust, grease, smoke, fumes, and gases; work at heights or in
confined spaces; work and/or walk on various types of surfaces including slippery or
uneven surfaces and rough terrain. Involves routine and frequent exposure to electrical
shock; heights.
Physical: Primary functions require sufficient physical ability and mobility to work in a
field environment; to stand or walk for prolonged periods of time; to occasionally stoop,
bend, kneel, crouch, reach, and twist; walk on uneven terrain, loose soil, and sloped
surfaces; to lift, carry, push, and/or pull light to moderate amounts of weight up to 50
pounds; to operate office equipment requiring repetitive hand movement and fine
coordination including use of a computer keyboard; to travel to other locations; to operate
equipment and vehicles; and to verbally communicate to exchange information.
SPECIAL CERTIFICATIONS AND LICENSES
Requires a valid driver’s license.
Requires training completed through the Code Enforcement and Zoning Association and
the American Association of Code Enforcement.
