What are the responsibilities and job description for the Code Enforcement Inspector position at Frederick County Government?
Non-exempt (compensatory and/or overtime eligible; additional compensation to include annual work boot allowance); full-time; 40 hours per week; Monday - Friday; 7:00 a.m. – 3:30 p.m.; full-benefits
This position involves independent on-site technical inspection of residential and non-residential building installations and other work in response to complaints of working without permits or approvals as required by State and County regulations and requirements. Supervision is received from the Manager of Inspection Services or designee.
NOTE: An employee of the Department of Permits and Inspections may not (1) hold an active Appraisers, Appraisal Management, Home Inspector, Electrical, Elevator Safety, HVACR, Home Improvement, Plumbing, or other contractor related license issued by the Maryland Division of Occupational and Professional Licensing’s office; (2) hold an active Home Builder license issued by the Maryland Home Builder Registration Unit, Maryland Attorney General’s Office; (3) have any interest, directly or indirectly, with a business corporation that does business in Frederick County.
NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate, with limited exception.

- Perform field inspections in response to complaints and inquires related to construction without permits or approvals and other related violation concerns
- Document inspections by completing computerized reports and narrative reports/results
- Enter project violation information into computerized tracking systems
- Maintain and track records of inspections and legal documents
- Check plans and specifications for building installations
- Respond to electronic, telephone and in-person inquiries regarding building code requirements and other departmental issues
- Meet with complainant when appropriate and with responsible party of suspected violations
- Inspect properties for building, plumbing, electric, life safety and other related compliance matters
- Prepare related violation citations and post stop work orders when warranted
- Work with the County Attorney’s Office and other enforcement agencies in pursuing compliance in court
- Testify in Court proceedings as needed
- Inspect building installations during construction and examine completed installations for use of proper materials and procedures
- Participates in the residential inspection of building, plumbing, electrical and other possible trades
- Prepare and maintain forms and reports related to inspections performed
- Research and access the permits tracking system and other automated data sources to review and verify information
- Perform other related duties as required

- High school graduation, or the equivalent
- Minimum 5 years of work experience on a variety of building installations
- Possession of the following certifications or the ability to obtain the following certifications within six (6) months:
- ICC Residential Building Inspector – B1
- ICC Commercial Building Inspector – B2
- Possession of a valid automobile operator's license
KNOWLEDGE / SKILLS / ABILITIES:
- Ability to maintain County Authorized Driver privileges
- Considerable knowledge of the methods and practices involved in installing, repairing and maintaining a variety of building installations
- Working knowledge of the International Building Code
- Ability to effectively understand and interpret building plans and specifications
- Ability to determine any violations of applicable codes and ordinances; to evaluate corrective actions and to approve work in terms of the International Building Code
- Ability to effectively access and utilize computerized systems and equipment
- Ability to develop and maintain effective working relationships with contractors, co-workers, and the general public
- Effective spoken and written (English) communication skills
PREFERENCE MAY BE GIVEN FOR:
- Work experience as a building inspector
- Work experience in code enforcement or legal investigative work
PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
- While working in this position, the employee is constantly driving; frequently sitting, walking, stooping/kneeling/crouching, reaching and performing repetitive motions; occasionally climbing; and rarely crawling, lifting up to 20 pounds; and pushing and pulling up to 40 pounds
- While working in this position, the employee is frequently working indoors and outdoors, walking on uneven ground, working in dusty and noisy environments; occasionally working in hot temperatures above 100 degrees and cold temperatures below 32 degrees and working near machinery; and rarely working in confined spaces, at heights and below ground level, works near chemicals or fumes, has potential exposure to infectious diseases and is required to wear protective equipment
- Available for varied working hours as needed
- This position is subject to random drug testing
- Ability to maintain all required certifications during tenure of employment
