What are the responsibilities and job description for the Acquisition Disposition Coordinator position at City of New Haven?
- Coordination of the processes of the City's Tax Assessor, Office of Building Inspection and Enforcement, Livable City Initiative (LCI), Health Department, Police Department, and Fire Department in order to maintain and keep updated the. City's real estate-owned portfolio.
- Coordination of the designation, acquisition, and disposition processes for blighted properties in accordance with the authority grantee to or held by the City's Board of Alders, the LCI Board of Directors, the New Haven Development Commission, the New Haven Redevelopment Agency, and any other agencies or commissions with relevant jurisdiction.
- Preparation of LCI communications to the City's Board of Alders concerning the acquisition and disposition of City-owned properties and coordination of the procedural process including liaison with the various committees involved with the transactions concerning City-owned real estate.
- Performance of the basic inspection requirements including verification of ownership, cleanliness, size of property and/or street analysis.
- Direct involvement in LCI hearing and meeting procedures concerning proposed real estate transactions including the collation and distribution of back-up documentation, correspondence, and referrals for proposed development projects.
- Supporting due diligence and other such transactional activities concerning the City's real estate interests with respect to the potential acquisition of properties.
- Maintenance of a City-wide inventory of vacant and blighted properties and coordination of the marketing of City owned real estate.
- Acting as a departmental liaison with neighborhood development corporations and other such entities.
- Processing the sale of City owned real estate, including meeting with potential developers and analyzing potential projects, with responsibility for performing or coordinating the related technical and clerical work.
- Tracking and monitoring substantive real estate activity recorded in the New Haven Land Records.
- Performs other related duties as required.
- Knowledge of municipal government structure and operations.
- Knowledge of research and standard procedures for real estate transactions undertaken as part of a federal, state, or municipal program.
- Knowledge of real estate development processes such as understanding of zoning regulations, land use planning, and development processes in urban environments.
- Ability to perform basic inspections including verification of ownership, cleanliness, size of property and/or street analysis.
- Analytical and research skills to assess property conditions, legal documentation, and market feasibility.
- Ability to analyze and interpret complex data from land records, tax assessments, and urban planning studies.
- Ability to negotiate acquisition and disposition terms with property owners, developers, and other stakeholders.
- Ability to present material publicly and to communicate effectively both orally and in writing.
- Proficiency in using applications such as Word and Excel for creating documents, spreadsheets, and presentations.
- Competency in using email clients (e.g., Outlook, Gmail) and calendar applications for scheduling meetings and managing correspondence.
- Demonstrated project management skills, and the ability to work well under pressure.
- Excellent organizational skills with the ability to manage multiple tasks, prioritize effectively, and maintain attention to detail in a fast-paced environment.
- Ability to work effectively with other city departments, diverse public and private stakeholders, and individuals.
- Must have at time of application: Connecticut Driver's License and maintain throughout course of employment.
This is a General Fund, "Tested" position.
This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.Applications will be reviewed by the Department of Human Resources.
