Introduction
The City is seeking a highly skilled Project Coordinator to support budget development, financial analysis, grant administration, and special projects. This role involves working closely with City Departments, elected officials, and the community to ensure efficient resource allocation and compliance with federal and state regulations. Key responsibilities include overseeing special fund budgeting, preparing grant applications, managing federal and state funding, and conducting research to support policy decisions. The ideal candidate will have a background in public administration, strong analytical skills, and the ability to manage multiple priorities effectively. A master's degree in public or business administration is preferred, along with at least 10 years of relevant experience.
PRIMARY FUNCTIONS
High level management position requiring a wide variety of skills relating to budget development, financial analysis, and monitoring problem solving, citizen and community outreach and research, and technical support to City Departments which provide services to the public. The position also requires work on special projects.
Work is carried out under the supervision of the applicable coordinator / department head.
TYPICAL DUTIES AND RESPONSIBILITIES
- Oversees the planning and administration of the special fund budget process.
- Serves as staff liaison between the Aldermanic Committees and City Administration as it pertains to budgets and the Federal Government (i.e. Department of Housing and Urban Development).
- Provides grant information and assistance to the City Administration and to the Board of Aldermen;
- Administers grant funding and provides supervision of employees engaged in activities associated with grant projects.
- Supervises and directs the preparation of grant applications for federal, state and private sources.
- Estimates resources for budgetary purposes by analyzing funds available from tall funding sources and by analyzing State and Federal legislation and regulations involved in the distribution of grant funds to the City;
- Prepares technical reports, memorandums and correspondence.
- Prepares and consolidates Annual Performance and Evaluation Report, Five Year Consolidated Plan, Annual Consolidated Plans and other reports and documents necessary to ensure compliance with federal and / or state requirements.
- Prepares contractual agreements.
- Prepares grant applications for non-profit agencies.
- Responds to State and Federal audit findings as they arise.
- Provides staff and technical support to interdepartmental and other special committees to develop or review administrative / financial and operation procedures and policies.
- Assists departments in problem resolution and keeping time-sensitive tasks on schedule.
- Assists in benchmarking, monitoring and evaluating activities for departmental operations.
- Prepares detailed analytical reports for review by department heads, coordinators and the Mayor in making policy decisions.
- Conducts research and undertakes assignments for special projects assigned by the applicable coordinator and / or department head.
- Performs related work as required.
EDUCATION, QUALIFICATIONS & EXPERIENCE
Graduation from an accredited four year college or university with major course work in public / business administration, social sciences, urban affairs; Masters degree in public administration or business administration is preferred. At least 10 years of administrative work experience in administration of planning or any equivalent combination of training and experience which provides the following knowledge, abilities and skills :

This is a General Fund, "Tested" position.
This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.
