Introduction

The New Haven Health Department is seeking a dedicated and strategic Project Manager to oversee the administration and execution of programs funded under the Ryan White Part A initiative. This critical role ensures high-quality, equitable healthcare services for individuals impacted by HIV/AIDS by managing grant operations, supervising project teams, and ensuring compliance with federal, state, and local regulations.

Primary Functions

Under the supervision of the New Haven Health Department Director and guidance of the Planning Council, the Project Manager is responsible for overseeing the effective administration and execution of programs funded under the Ryan White Part A initiative. This role entails managing grant operations, supervising project teams, and ensuring compliance with all applicable federal, state, and local regulations.

The Project Manager fosters collaboration with internal and external stakeholders to strengthen service delivery systems, ensuring high-quality, equitable care for individuals impacted by HIV/AIDS. Responsibilities include coordinating grant activities, supervising project teams, monitoring contractor performance, and maintaining accurate documentation of programmatic and financial activities.

This position requires strategic leadership, meticulous attention to detail, and excellent communication skills to manage resources effectively, meet program goals, and maintain compliance with all regulatory requirements.

Typical Duties And Responsibilities

Grant Oversight-

  • Oversees the Ryan White Part A grant, including staff, finances, and program operations.
  • Tracks and reviews internal expenditures and program expenditures for all subcontractors monthly.
  • Manages and monitors all grant-related service contractors according to federal and City of New Haven requirements.
  • Maintains comprehensive documentation of grants, programs, contracts, and related activities.

Program Administration

  • Leads biweekly Ryan White Team meetings for oversight of data reports, fiscal management, and clinical quality management activities.
  • Coordinates with contractors and New Haven Health Leadership on Planning Council Support, contractor performance, and Clinical Quality Management activities.
  • Ensures timely submission of all federal reports including EHB Submissions, Payment Management System (PMS) Submission, Federal Financial Report (FFR), and Ryan White Services Report (RSR).
  • Delegates work to staff as necessary.

Contract Management

  • Conducts annual review of subcontractor budgets and contracts.
  • Processes and monitors regional and consultant contracts from initiation to execution.
  • Manages contract amendments throughout the fiscal year.
  • Develops and oversees RFPs for Planning Council Support, Service Delivery, and Clinical Quality Management.

Strategic Leadership & Collaboration

  • Supervises and delegates work to project teams and interns as necessary; monitors staff performance to ensure alignment with program goals.
  • Maintains and strengthens collaborative relationships with other county initiatives, business organizations, governmental departments, health, and social services organizations.
  • Represents the Planning Council at conferences and press events, and serves as spokesperson for all initiative-related activities as delegated by Planning Council Co-Chairs.
  • Participates in required meetings including Planning Council Committees, HRSA Project Officer Calls, CT HIV Planning Consortium, and Regional HIV Continuum meetings.
  • Provide monthly programmatic updates to Board of Health on grant deliverables and Planning Council metrics.
  • Performs other related duties as required.

Education, Qualifications & Experience

Graduation from an accredited four-year college or university with major course work in Health, Public Health, Human Services Administration, Business Administration, Public Administration, or a related field, and at least two years of experience as a public health, community organization, or human services project manager, including supervisory experience and fiscal management of allocated grant funding. Knowledge of the special needs of the HIV/AIDS populations helpful.

Knowledge, Experience, Skills & Abilities

  • Strong understanding of human services-related program design and grant development.
  • Ability to research and identify sources of grant funding, prepare grant applications, and monitor grant-funded projects.
  • Knowledge of federal, state, local laws, and regulations related to grant funding requirements.
  • Some knowledge of the principles and practices of governmental and non-profit budgeting and accounting.
  • Knowledge of methods and techniques necessary to direct, supervise, guide, support, and assist staff members.
  • Ability to coordinate efforts of various agencies for a common goal.
  • Excellent communication skills, with the ability to effectively convey information to employees and other stakeholders, as well as write clear and concise reports, memoranda, and presentations.
  • Ability to use applications such as Word, Excel, and PowerPoint for creating items such as documents, spreadsheets, and correspondence.
  • Competency in using email clients (e.g., Outlook, Gmail) and calendar applications for scheduling and managing correspondence.
  • Excellent organizational skills with the ability to manage multiple tasks, prioritize effectively, and maintain attention to detail in a fast-paced environment.
  • Project management skills, with the ability to coordinate multiple initiatives, meet deadlines, and perform effectively under pressure.
  • Travel required throughout the greater New Haven area as needed for meetings, site visits, and program activities.
  • Ability to work an occasional evening or weekend day for committee meetings, conferences, and related programming.
  • Demonstrated ability to work effectively and sensitively in a diverse community, recognizing and respecting cultural differences, and fostering an inclusive environment.
  • Ability to handle sensitive information with discretion and maintain confidentiality of records.
  • Excellent interpersonal skills; ability to establish and maintain effective working relationships with internal and external stakeholders, including city officials, boards and committees, staff, community leaders, and the public.

Necessary Special Requirements

Must possess and maintain a valid driver’s license.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a "Special Fund," non-tested position. Continued employment contingent upon availability of future funding. Funding may be terminated at any time.

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees.

Special Funded employees shall not be covered by the City pension but shall continue to be covered by Social Security.

Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening in accordance with the City’s Drug Free Workplace Policy*, and (3) a 90-day probationary period.
