The Office of Mold Assessment and Remediation (OMAR) is responsible for managing mold assessment and remediation contracts, ventilation modernization contracts, performance management, case management of escalated repair cases, and providing technical assistance to support Public Housing Operations for mold remediation at NYCHA.

Responsibilities

- Lead NYCHA’s effort to comply with Baez and HUD Agreement requirements.
- Oversee a Team of staff managing NYCHA’s multi-million mold assessment and remediation contracts.
- Oversee a Team of staff managing NYCHA’s multi-million ventilation contracts to modernize roof fans and install dampers.
- Oversee a specialized Team of staff managing NYCHA’s field response for mold/leak inspections, mold cleaning, and mold resistant paint work as part of the Enhanced Oversight Program and
- Direct and supervise the Mold Response Unit to manages NYCHA’s response to mold and leak complaints escalated to the independent court appointed Ombudsperson Call Center and
- Lead full-time and seasonal staff. Maintain performance standards. Oversee time and attendance of direct reports and address performance concerns. Train and coach staff and develop
- Diagnose problems in a timely manner, evaluate and develop alternative courses of action with realistic objectives and time frames, and recommend and/or implement effective solutions with
- Schedule work, monitor performance and manage inventory.
- Liaison with court appointed Independent Analyst and Independent Mold Assessors, the Plaintiffs, Ombudsperson, the Monitor, elected officials and resident leaders.
- Represent NYCHA in meetings.
- Prepare reports and presentations for external and internal partners on program progress.
- Interpret policies of the agency and ensure compliance with pertinent permits and regulations.
- Plan implement, monitor and/or evaluate initiatives crucial to NYCHA’s services to its residents.
- Manage technical assistance to ensure items are properly tracked, addressed, and dispositioned.
- Engage external stakeholders in the process of improving performance on key initiatives concerning MRU, OCC and court cases.
- Evaluate and adjust programs for quality, effectiveness to meet the resident and Authority needs.
- Oversee review of reports, QA inspection findings, and key performance metrics escalating issues for review.
- Provide field training and coaching sessions around mold, leaks and court cases to property management staff.

Minimum Qualifications
- A four year high school diploma or its educational equivalent, plus eight years of supervisory experience in the operation, repair and maintenance of large tenanted buildings; four years of which must have been in responsible charge of properties
- Education and/or experience which is equivalent to "1" above. However, all candidates must have at least four years of experience in responsible charge of properties having not less than seven maintenance and operations employees, at least 18 months of which must have in an administrative capacity.
- Property maintenance experience (preferably in public housing) with significant experience as a manager/supervisor. - Knowledge of laws and standards that apply to property management, mold assessment and remediation, OSHA Standards, local and state building codes Department of Housing and Urban Development (HUD) rules and regulations applicable to property management. - Proficient knowledge of building maintenance, mold assessment and remediation, and indoor environmental quality (lead- based paint, mold, pest, etc.). - Demonstrated knowledge of NYCHA’s operation, procedures, equipment, budget development, management and supervision. - Working knowledge of generally accepted accounting and budgeting practices excellent planning and organizational skills. - Excellent written and oral communication skills attention to detail accurate and capable of creating and delivering persuasive business communications. - Experience in administrating contracts and monitoring performance. - Strong leadership and staff development skills, ability to perform data analysis, prepare high-quality executive level reports, proficient with computer applications, including the MS Office. - Effective problem solver with the ability to negotiate solutions, work well in a fast-paced environment, strong ability to prioritize assignments, maintain professional and positive attitude. - Demonstrated accuracy, thoroughness and commitment to quality work. - Ability to recognize the nuances of business situations, makes sound business decisions expeditiously, with limited information, address controversial topics with tact and diplomacy maintain consistent overall focus on outcomes. - Proven track record of meeting and exceeding goals.
