The New York City Housing Authority’s Department of Special Repair Projects is seeking an experienced Program Manager, the ideal candidate will lead and manage a portfolio of projects, ensuring they are delivered on time, within scope, and within budget. This role involves collaborating with various stakeholders, including project managers, team members, and senior management, to achieve program objectives and drive organizational success.

Selected candidate will perform duties under the supervision of the Director of Special Repair Projects, with considerable latitude for independent judgement and action.

The Responsibilities Include, But Not Limited To The Following

  • Supervise activities of Construction Field Staff and monitor overtime.
  • Prepare weekly project status reports and submit to the responsible Project Management staff.
  • Assist the project management team to provide clear, concise, and timely responses to contractor-related matters.
  • Visit multiple construction sites to review the status of work; attend job progress meetings as needed.
  • Assist with review of actionable documents such as: Requests for Information, submittals (shop drawings, material samples, etc.), schedule of values, evaluate and recommend validity of

potential change orders, progress reports and schedules.

  • Review and approve contractor payment requisitions.
  • Maintain accurate, complete, and current project records and update project management system accordingly.
  • Verify that the contractor signs the development logbook and that the daily sign-in sheets are completed.
  • Assist in the preparation of punch lists.
  • Serve as NYCHA's representative in the filing of complaints with the Police Department or other agencies in the event of unlawful activity on the construction site.

Minimum Qualifications

  • Five years of full-time, paid experience as an architect, engineer, construction superintendent, mason, carpenter, plasterer, iron worker, and/or inspector of construction; or
  • Three years of experience as described in "1" above, plus two years of education in an accredited college or technical school in subjects directly related to "1" above, or education towards a baccalaureate in Engineering, Architecture, or Engineering Technology; or
  • Completion of a five year apprenticeship in housing construction inspection; or
  • Completion of three years of apprenticeship in housing construction inspection plus either two years of experience as described in "1" above or two years of education as described in "2" above; or
  • Education and/or experience which is equivalent to "1", "2", "3", or "4" above. Six months of experience will be credited for each year of apprenticeship in building trades, up to a maximum of two years of the general experience.

Preferred Skills

  • Strong written and verbal communication skills 2. Substantial proficiency in utilizing project management software and Microsoft Office products. 3. Experience and analyzing and negotiating resolution of project disputes. 4. knowledge of construction site safety
