Description
The Department of Public Works’ Waste Management Division is currently recruiting to fill an Accounting Technician II position. This position is responsible for utilizing a financial management system for the processing of invoices, encumbering funds in accordance with City Procurement policies, reviewing contracts as they relate to submitted invoices, reconciling credit card payments. Maintains accounts payable, accounts receivable, billing systems, payroll records, time sheets, and related documents. Assists in accounting for capital improvement projects. Performs administrative duties. Assists with budget preparation and monitoring budgetary accounts. Assists customers. Performs financial duties. Processes transactions and prepares checks for distribution. Assists with inventory control. Enters purchase and pay documents into the City's financial system.
The Department of Public Works builds, maintains, and operates the physical facilities that support and enhance the lives of Norfolk's citizens, businesses, and visitors, including the City's Storm Water System, Street Network, Waste Management and Recycling Systems.
Departmental Hiring Salary Range: $41,231 - $45,354
Essential Functions
Essential functions include but are not limited to:
- Processes financial transactions including contract payments, requisitions, purchase orders and vendor invoices and enters data into a computerized financial system.
- May assist with the budget process.
- Responds to citizen inquiries regarding Waste Management refuse billing.
- Performs financial duties by compiling data for reports, maintaining sub-ledgers, maintaining orderly filing system for financial documents, verifying payments, reviewing invoices for payment and consulting with vendors regarding accounts, updating various spreadsheets.
- Reviews and reconciles outstanding obligations monthly using system generated financial reports.
- Assists with inventory control, conducts physical review of assets.
- Prepares cash receipts.
- Requires computer skills including Windows, mainframe applications, Excel, Outlook, and Word.
- Requires exceptional mathematical skills as it applies to bookkeeping and accounting operations.
- Must be able to deal tactfully and courteously with others both on the telephone and in person and by email.
- Must be able to prioritize and organize work assignments to meet deadlines.
- Assists with special projects and other duties as assigned.
- Requires ability to read reports, invoices, commodity codes and general correspondence.
Education/Experience
Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with six months/one year of advanced study or training past the high school equivalency. Junior college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
