The Slover is currently seeking a Fiscal Resource Manager that will work in the Operations unit which oversees the facility, technology, and budget for The Slover.
The Fiscal Resource Manager will assist the Operations Manager in departmental budget reconciliation process and monitor expenditures. Assist in the management of fiscal operations and departmental activities including daily cash handling, deposits, and tracking of revenues. Supervises fiscal support staff. Performs administrative duties for the Operations Manager. Monitors purchasing functions and runs related reporting. Performs related duties as required.

Department Hiring Salary Range: $54,601
Essential Functions
Essential functions include but are not limited to:
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Three years experience in a supervisory position.

Procurement and financial management related certifications or training.
Work Hours: This position is 40 hours per week. Workdays and hours will vary depending on organizational needs. The facility will be open Monday-Saturday 9 a.m.-7 p.m. This position will require flexibility to work weekend and evening schedules.
Signing Bonus: This position is eligible for a one-time $5000 sign on bonus.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

Essential Functions
Essential functions include but are not limited to:
- Manages administrative support for Slover Operations Budget & Procurement staff.
- Conducts research, processes, and maintains records, collects, and analyzes data, provides data-driven reports to management and leadership to make critical decisions for efficient and effective programs.
- Composes correspondence and reports, files, and assists with all administrative support duties.
- Manages procurement and financial duties by ensuring all purchases abide with procurement laws, regulations, and policies. Monitors inventory, purchases and stocks supply, resolves billing issues, and verifies and reconciles payments. Must be able to make general mathematical computations.
- Develops scopes of work and manages contracts for goods and services. Monitors expenditures to ensure compliance with contracts.
- Collects and analyzes work performance indicator data utilizing database and project management systems. Responsible for ensuring all data is entered accurately and in a timely fashion. Produces performance measure reports.
- Provides excellent customer service for both internal and external customers.
- Schedules meetings and appointments, as well as establishes agendas and other supporting documentation for meetings, and documenting meeting minutes.
- Assists employees with PeopleSoft entries and inquiries. Knowledge of PeopleSoft a plus.
- Assists with long range planning and formulation of goals and objectives and aiding in the development of policies, procedures, manuals, and plans.
- Assists staff with travel and training arrangements.
- Assist personnel with software and hardware issues.
- Operates computer, calculator, copy machine, facsimile machine, and multi-line telephone. Must have good Microsoft office suite skills including excel and word.
- Requires the ability to follow verbal and written instructions. Requires normal hearing and seeing capabilities. Work will require long hours in front of a computer screen. Must be able to stand, bend, lift, reach and stoop to maintain files.
- Must be able to work assigned shifts during emergency situations.
- Preparing inputting data into the system, compiling data and entering revenue projections and past expenditures onto spreadsheets, processing budget transfers received from team leaders, verifying the accuracy of reports, creating requests for proposals and other procurement activities and providing technical assistance to senior leaders on budgetary matters, policies and procedures and regulations.
- Assist in Managing fiscal operations and departmental activities by planning and organizing projects, advising personnel on policies and procedures, administering procurement activity, evaluating operational requirements for effectiveness, making recommendations for and coordinating technological needs, implementing new procedures, preparing work assignments, approving leaves and absences, meeting with vendors and attending meetings
- Works with Downtown Branch library and Slover staff in the daily cash handling and reconciliation process, including preparing daily, monthly, and annual cash handling related reports and audits. Must properly prepare cash and check deposits and facilitate deposit bag pickup with City departments.
