The Norfolk Community Services Board (NCSB) is the primary provider of public mental health, substance abuse, and intellectual disabilities services for the City of Norfolk. A continuum of services spans from outreach and prevention through intensive psychiatric care, provided by highly clinically oriented service professionals with expertise in these service areas.

Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. The NCSB is seeking a Case Manager II - Housing Stabilization Specialist in their Housing and Homeless Services division. The Case Manager II - Housing Stabilization Specialist provides comprehensive services to persons exiting Eastern State Hospital into the community. Also responsible to provide housing stabilization services to persons housed with State PSH. Provides relationship development for landlord recruitment. Provides assistance to consumers in the housing application process and for training and support to ensure housing stabilization.

Departmental Hiring Salary Range : $41,775 - $48,041

Essential Functions

Essential functions include but are not limited to :

  • Active engagement of persons that are enrolled in the PSH program. Assists with members to determine need areas and monitors members' progress toward achievement of service plan goals.
  • Maintains records and completes chart documentation on all assigned members according to Norfolk CSB policies and procedures including state regulations.
  • Develops and maintains linkages with other local community support agencies, recreation providers, vocational resources, benefit programs, and psychosocial supports.
  • Provide activities to overcome barriers to successful housing attainment.
  • Interacts with landlords to ensure access and maintenance of housing units.
  • Provide services in a person-centered environment, utilizing best practices and methods as directed by the grant activities.
  • Work in the field and in the office, plus providing services in community settings such as streets, public spaces, and benefits offices.
  • Act as consumer advocate to ensure their voice is heard and barriers are overcome to meet critical and preference needs, especially related to housing.
  • Provide direct assistance including attending appointments with consumers.
  • Crisis counseling as needed.
  • Education / Experience

    Bachelor's degree in a human services field, or equivalent combination of training and experience.

    Experience in a human services field related to the area of assignment, to include work in case management. Some assignments also require specific experience working with various types of client populations.

    Preferred experience :

  • One-year mental health experience, preferably with seriously mentally ill, co-occurring disorders, and / or substance abuse disorders.
  • Prefer direct experience assisting persons in gaining housing.
  • Additional Information & Requirements

  • Valid Driver's License may be required depending on assignment.
  • Certification in basic first aid and CPR, depending on area of assignment.
  • QMHP-A Certification
  • Signing Bonus : This position is eligible for a one-time $5,000 signing bonus for new hires.
  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
  • Special project / grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
  • Temporary / seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

  • If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicants school of enrollment must be an accredited institution.
