General Services Facilities Maintenance Division is responsible for the repair and maintenance of over 250 city government facilities including: City Hall, Public Safety Building (Jail), Norfolk Consolidated Courts Complex, entertainment venues such as the Scope Arena, Chrysler Hall, Attucks Theater, the Virginia Zoo; a cruise terminal, all police and fire stations, recreation centers; pools and numerous city office buildings. The Division is staffed with 96 employees responsible for carpentry, plumbing, electrical, painting, HVAC, elevators, roofing, moves and relocations of city employees, finance, and administrative functions.
The City of Norfolk Department of General Services Facilities Maintenance Division is seeking an experienced Project Manager to oversee and coordinate the administration of General Services Capital Improvement Program (“CIP”) and the citywide Special Project Repair Program (“5204 Program”).
The successful management of these programs is essential to ensuring that City spaces, structures and infrastructure are in proper operating condition mitigating failure and/or degradation of City-owned facilities. Facilities Maintenance uses in-house staff and contractors to maintain City-owned properties in the areas of HVAC, electrical, plumbing, carpentry, painting, space planning, moves, renovations and ADA compliance.
Essential Functions include but are not limited to:
Project management is broadly defined as planning and guiding a project from start to finish. Successful candidate must have excellent communication and organizational skills along with the ability to work in partnership with a variety of stakeholders such as City employees, elected officials and outside contractors in the management of projects, be able to manage multiple projects (scope, schedule, budgets); develop, review and scrutinize project cost estimates and scopes of work; and read, understand and comment on construction documents and contract specifications.
Various key assignments/tasks will include:
- Oversees the design process by planning scope, schedules and budgets, implements approved construction programs, and approves drawings and specifications prepared by consultants for construction projects.
- Manages contracts by procuring services of architectural, engineering and related firms, negotiates, prepares and manages consultant contracts, reviews and approves invoices for services, prepares amendments to contracts and monitors consultants for adherence to scope, schedule and budget
- Provides leadership and management by providing direction, setting priorities, developing project plans and coordinating resources to accomplish organizational and departmental goals and initiatives.
- Manages the administration of selected projects, including inspection of activities, review of project schedules, coordination of changes, review of change order proposals, and processing of contract documents and invoices.
- Acts as the departmental representative on assigned projects. Advises the department of best practices, estimates budget and best course of action on projects. Works to ensure projects are completed in a timely and cost-effective manner.
- Perform other duties as assigned.
- May supervise up to five (5) professional staff.
- Five years' experience in a related field; or an equivalent combination of education and experience.
- Valid Driver’s License is required. A DMV transcript dated within 30 days will be required if selected for hire.
- Monday-Friday, 8:00 AM - 5:00 PM; Occasional overtime and weekend work may be required.
- This position is designated as Essential and will be required to report to work during City closures due to inclement weather and other emergencies.
- This position is eligible for a $5,000 signing bonus.
Salary : $68,675 - $78,976
