What are the responsibilities and job description for the Youth Services Worker/Norfolk Emerging Leaders (NEL) position at City of Norfolk?
The Norfolk Emerging Leaders Program provides Norfolk youth between the ages of 16-21 with meaningful paid summer work experiences. Youth have an opportunity to explore careers in local government and gain value hands-on work experience through placement in various job assignments in City departments. The program provides job readiness training and financial literacy education to develop the essential skills necessary to better prepare young people for the future workforce.
This position requires the availability to work up to 30 hours per week. Work hours, workdays, and work schedules may vary based on job assignments
8:30AM – 5:00PM, Monday through Friday; hours may vary by department.

- Must complete an online application.
- U.S. citizen or legally authorized to work in the U.S.
- A resident of Norfolk.
- Between the age of 16 and 21 as of June 2, 2025.
- Be currently enrolled in high school, vocational/trade school or an accredited college or university.
- Commit to work up to 30 hours per week and be available to work the duration of the program between June 2nd and July 25th .
- Participants must not miss more than three (3) workdays of the program. This includes missed workdays for other commitments to include but not be limited to summer school, athletic camps, practices, summer vacations or other employment.
- Attend all mandatory program orientations, trainings, workshops, events, and activities.
- Participants 18 years of age or older must complete a background check.
Submit a copy of most recent report card/transcript for the 2024-25 school year. Unofficial transcripts are accepted.
Submit a Norfolk Emerging Leaders Program Recommendation Form (Recommenders can NOT be a relative or friend of the applicant). All required documentation can be uploaded via the online application system using the “add attachments” feature OR e-mailed to NEL@norfolk.gov by the application deadline. Any missing documentation not submitted by the deadline will unfortunately disqualify your application for consideration for the position.
