Description

This position is a civilian role within the Police Department involving the receipt, recording, security and disposition of all recovered evidence, property and contraband coming into the custody of the Police Department. This position is also responsible for establishing and maintaining procedures for controlling, recording, processing and storing property and evidence taken into custody, ensuring chain-of-custody requirements are met, and disposing of evidence.

SUPERVISION

Work is performed under the general direction of Police Department management. This will include Assistant Chief of Police or person designated by the Chief of Police. The incumbent will perform standard and routine work assignments, within established policies and procedures. Unusual problems which may require exceptions are referred to by the supervisor; receives detailed instructions on new projects and assignments.

PUBLIC CONTACT

This position will interact with the general public, residents, contractors, elected officials, supervisory personnel, employees and/or others within and outside the organization in a courteous and professional manner.


Essential Functions

ESSENTIAL FUNCTIONS OF WORK (Specific assignment will include some or all of the following):

  • Collects, records, stores, and maintains custody and security of all recovered property, evidence, and contraband coming into the custody of the Police Department by entering information pertaining to property and evidence status into databases and physically identifying all property.
  • Coordinates, manages, organizes, and performs as required, all necessary evidence and property control functions.
  • Logs, records, enters data, generates, and maintains various reports on evidence and

property in the Department’s custody or storage.

  • Dispenses, disposes, and releases property in an appropriate and legal manner, in accordance with established guidelines of evidence and property.
  • Properly stores and maintains evidence and property in various facilities utilized by the Department.
  • Researches case files, computerized records, reports and contacts and interacts with other Department units and agencies in order to facilitate disposal of evidence.
  • Conducts local and LEADS/NCIC computer file searches and queries on weapons and other items of evidence for information; performs FOIDD background checks on firearm owners prior to transfer and release.
  • Researches, analyzes and determines the rightful owner of property, evidence, and found items; provides notification to property owners, schedules appointments, releases of items and composes written correspondence as necessary.
  • Communicates with crime victims, family members, and suspects regarding property and evidence matters.
  • Delivers, or arranges for delivery, evidence to crime laboratories for analysis as appropriate, as well as the return of such evidence to the Department custody.
  • Performs audits and inventory on items of evidence/property stored within Department controlled facilities.
  • Prepares inventories of property that is eligible under State Statute for disposal or auction and coordinates with the Assistant Police Chief for disposal of said property.
  • Properly utilizes safe methods in handling, storage, and disposal of hazardous materials. Cleans and disinfects storage facilities.
  • Maintains adequate supplies of materials and equipment to facilitate all duties related to the position.
  • Displays extensive knowledge of and adheres to Department policies, rules and regulations and related Federal, State and local laws.
  • Trains, assists and advises Police Department personnel in proper evidence procedures, packaging requirements, laws, and case status.
  • Acts as liaison with other Police Department staff, court personnel, attorneys, labs, and other officials and individuals outside of the Department. May attend meetings, training, and conferences in areas related to position function.
  • Operates a variety of Department equipment, including computer software/programs that are unique to the Evidence Section. May be subject to frequent exposure to environmental elements, both within and outside of the Department. May have contact with various chemical components and hazardous materials as necessary for disposal.
  • Testifies in court as necessary. Assists in any investigative proceedings relating to evidence and its storage.
  • Assists and coordinates with evidence technicians and other police officers in any necessary function relating to evidence/property.

Follows safety policies and procedures.

  • Reports all accidents to the supervisor immediately and follows recognized safe work practices.
  • Purges old records in accordance with Illinois Local Records Act.

Minimum Qualifications

QUALIFICATIONS-

Knowledge of:

  • Basic organization and functions of a municipal law enforcement agency.
  • Federal, State and local laws pertaining to evidence and property issues.
  • Current best practices in the law enforcement industry pertaining to the collection, packaging, cataloging and storage of evidence/property.
  • Rules of evidence.
  • Crime lab capabilities and submission requirements.
  • Firearms and firearms safety.
  • Principles and procedures of record keeping specific to demonstrating the preservation of the chain of custody.
  • Advanced principles of evidence preservation, processing and collection (i.e., duties typical of an experienced Evidence Technician).
  • Procedures and techniques for dealing with the public in a tactful, but firm, manner.
  • Ability to follow safe work practices.

Ability to:

  • Maintain fully secured evidence/property facilities.
  • Work with hazardous materials in a safe manner.
  • Maintain complete and accurate records.
  • Work effectively with minimal direct supervision.
  • Maintain keen attention to detail, in all facets related to duties of this position.
  • Use computerized evidence software/programs and related equipment.
  • Demonstrate a working knowledge of an ability to operate a variety of photo/camera/video equipment.
  • Familiarity with court procedure to include the ability to succinctly testify in a court of law.
  • Communicate (verbally and in writing) effectively with others, both within and outside the Department. This includes the ability to establish and maintain good working relationships with a variety of public and private agencies.

Special Licenses & Requirements

Experience and Training:

Any combination of experience and training that would likely provide the required knowledge and abilities to be qualified for the position.

  • Requires a minimum of 5 years of law enforcement with a concentration in the field of Evidence Section operations and Evidence Technician duties.

Education:

  • Requires high school diploma or GED

License or Certificate

  • Possession of, or ability to obtain, an appropriate, valid Illinois driver’s license.
  • Possession of, or ability to obtain and maintain the appropriate certification required for specialized assignments related to this position.
