JOB
position is responsible for skilled work involving the supervision of crews and assisting as needed with proper grounds maintenance, and adequately manage all aspects of maintaining parks and recreation structures, facilities, custodial services, general maintenance, planting, landscaping and care of all public grounds, parks and other land owned or acquired by the City of North Lauderdale.
This position is responsible for scheduling, and supervising the operation and maintenance of all Parks and Recreation Areas and all other lands under control of the City. Manages related Park improvements and capital projects including facilities, pavilions, playgrounds, courts, ball field and park lighting, parking lots, trails and specialty parks. Work is performed under the general supervision of the Parks and Recreation Director through meetings, presentations and reports.
ESSENTIAL JOB FUNCTIONS
  • Prepares preliminary budget proposals, monthly or special reports, and maintains a variety of records and reports on park operations.
  • Assists in the supervision of other revenue centers where activities include fishing, picnicking, canoeing, boating, bike riding and other similar activities; Makes periodic inspection of parks and recreational facilities.
  • Responsible for the planning and layout of trees, shrubs and flowering plants suitable for planting in public grounds.
  • Responsible for maintaining public landscaped areas by preparing soils, fertilizing various trees and lawn areas.
  • Responsible for leading staff on set-up and break-down of logistical operations of diverse Special Events.
  • Directs and coordinates the grading, planting and renovating of all landscaped areas of the City.
  • Takes the appropriate action for eradication of pests, diseases, and other blights that may affect plant life and turf.
  • Supervises grounds maintenance personnel in the maintenance of all public lands in the City.
  • Responsible for primary supervision of weekend work crews and maintenance operations.
  • Provides park visitor service(s) and promotes usage of City parks through positive community relations.
  • Supervises park ranger, public outreach and customer service staff. Also oversees opening and closing of public parks.
  • Explains park regulations and recreational opportunities to park patrons.
  • Provides safe and enjoyable environment for park patrons.
  • Inspects work while it is in progress and upon its completion; plans and schedules work priorities.
  • Oversees and supervises the planning, layout, installation and maintenance of sprinkler and irrigation systems.
  • Orders supplies and equipment as needed.
  • Trains personnel to operate digging machinery for trenching and related tasks used in caring for public green areas.
  • Conducts playground and other park amenity inspections to ensure safe equipment and resources.
  • Conducts safety meetings and enforces all safety requirements.
  • Designs exhibits and displays to depict natural history and resources of the park.
  • Manages park improvements and renovations including supervising contractors related to General Contractors, structural electrical, and plumbing disciplines.
  • Ensures public safety and coordinates any Risk Management actions to prevent any risks and hazards.
  • Reports any problems to Parks & Recreation Director immediately.
  • Works with and supervises the contractors hired by the Parks and Recreation Department.
  • Processes all accident/incident and damage reports.
ADDITIONAL JOB FUNCTIONS
  • Assists as necessary park emergency preparations and operations.
  • Assists as needed in other department service areas.
  • Performs related duties as required.
KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:
  • Principles, practices, procedures and techniques of a wide variety in park maintenance.
  • Supervisory and leadership skills.
  • Equipment and tools needed and used in maintenance of grounds, parks and picnic areas and for planting of shrubs and trees.
  • Common variety of flowers, plants, and trees peculiar to or capable of growing in the southeast part of Florida, and the common method used in eradication of plant diseases and pests.
  • Functions and operations of department activities.
  • Organization structure and functioning of municipal government.
  • Principles and techniques of customer service skills.
  • Acceptable sanitation and safety requirements.
  • Basic First Aid.

Ability to:
  • Understand and carry out oral and written instructions; express oneself clearly and concisely, orally and in writing.
  • Plan and supervise the planting of trees, shrubs, and flowering plants in order to achieve an orderly, aesthetic and functional appearance.
  • Place and supervise proper turf care of athletic facilities, including bermuda grass.
  • Operate automotive equipment, lawn mowers, edgers, and other equipment used in landscaping.
  • Keep proper records and make suitable reports.
  • Attend meetings and workshops as necessary.
  • Supervise other personnel as may be assigned.
  • Establish and maintain effective working relationships with employees and the general public.
  • Maintain a positive attitude.
  • Work afternoons, nights, weekends and holidays.
Maintain an acceptable attendance history.
DESIRABLE EXPERIENCE AND TRAINING
  • High school diploma or GED; Associates degree preferred; seven (7) years of progressively responsible experience in the operation of a regional park, gardening work including planting, transplanting, trimming and pruning of plants, shrubs and trees, fertilization and the eradication of pests; five (5) years supervisory experience of technical and/or grounds operations including supervising staff, record keeping, revenue collection, security, equipment management, and maintaining inventory; or, any equivalent combination of training and experience.
  • Valid Florida Driver’s License. Florida Class “B” Commercial Driver’s License required within six (6) months of employment.
PHYSICAL REQUIREMENTS
Tasks involve the intermittent performance of moderately physically demanding work, typically involving some combination of reaching, bending, stooping, kneeling, or crouching. The work is heavy work which requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
ENVIRONMENTAL REQUIREMENTS
Tasks are performed in outdoor environments. Due to the nature and non-specific location of the work environment, tasks include potential for intermittent exposure to disagreeable elements, e.g. heat, humidity, inclement weather. Some tasks include working in and around potentially hazardous environments and/or chemicals, where heightened awareness to surroundings and observance of established safety precautions are essential in avoidance of injury or accident.
