General Responsibilities Summary

Patrols assigned to City parks, facilities, and special events on foot, bicycle or motorized vehicle to provide public information, ensure the safety and security of park and recreation patrons, provide outdoor education programs, and enforce regulations in a professional manner. Regularly patrols city park trails and checks trails for safety issues. Ensures trails are clean and properly maintained.

Essential Functions

Educates the public by providing informative programs and tours such as nature hikes, historical, environmental or nature hikes for schools, nature clubs, and other organizations; giving information and directions; explaining available programs, hours of operation and costs; participating in various programs of interest to the public; educating groups and individuals on parks and recreation ordinances, rules and policies; recruiting and overseeing park volunteers.

Provides safety to the public by patrolling city parks, trails, special events, recreation centers, and assigned facilities; enforcing parks and recreation ordinances and regulations; reporting any security problems which may need police attention; coordinating the security force and traffic plan for large events; issues citations; works with the City Police Department on special projects; ensures the trails are properly maintained and safe to use at all times.

Provides coordination of City Park trails with the public and the Parks and Recreation Department by identifying and remedying maintenance needs including the removal of debris from the trails. Ensures trails are clearly marked, clean, and safely passable; provides extra patrols for safety along with educating the public on trail routes and safety recommendations.

Assists the public by notifying appropriate departments when medical care or emergency attention is required, and responding to spontaneous demands of the public.

Reports and documents participation, park usage, citations, submitted and completed work orders, and collections as necessary.

Minimum Qualifications

A Bachelor's degree in Park Management, Forestry, Biology, Recreation, Leisure Science, or related field from an accredited college or university AND two (2) years directly related experience; OR high school diploma AND six (6) years directly related experience; or the equivalent combination of education and experience; OR three (3) years of certified law enforcement experience.

Certified Parks and Recreational Professional certification or Associate Parks and Recreational Professional certification preferred.

A Class D driver's license and good driving record are required and must be maintained throughout employment.

The complexity, guidelines, supervisory controls, and supervision responsibilities described below are representative of this position.

SUPERVISORY CONTROLS

The Parks Maintenance Superintendent sets the overall objectives and resources available. The Park Ranger assists in developing deadlines, projects, and work to be done on trails. The employee is responsible for reporting issues and carrying out assignments; resolving conflicts which arise; and coordinating the work with others as necessary. The employee may also assist in determining the approach to be taken and the methodology to be used. The employee keeps the supervisor informed of progress, potentially controversial matters, or far-reaching implications. Completed work is reviewed only from an overall standpoint in terms of feasibility, compatibility with other work, or effectiveness in meeting requirements or expected results.

SUPERVISORY RESPONSIBILITY

Directly supervises employees. Oversees the RV Park and works with the Campground Manager managing the facility. Carries out supervisory responsibilities in accordance with the department and City's policies, safety; and applicable federal and state employment laws. Responsibilities include interviewing, training and assigning employees; planning and directing work; approving leave; appraising performance; commending employee performance; recommending employee disciplinary actions; addressing employee complaints and resolving problems. All supervisors are responsible for the safety and welfare of subordinates and must be familiar with EEO fair employment laws and practices (Title VII as amended, including sexual or racial harassment or discrimination, ADEA, ADA, FMLA) and for ensuring that fair and non-discriminatory employment practices are followed within his / her area of responsibility.

COMPLEXITY

The work typically includes varied duties requiring many different and unrelated processes and methods such as those relating to well-established aspects of an administrative or professional field; decisions regarding what needs to be done including assessment of unusual circumstances, variations in approach, and incomplete or conflicting data. The work requires making many decisions concerning such things as the interpreting of considerable data, planning of the work, or refining the methods and techniques to be used.

GUIDELINES

Guidelines for performing work are scarce or of limited use; the employee uses initiative and resourcefulness. The employee often makes decisions that affect persons or situations beyond the scope of his / her job. Continuing education may be required.

The benefits below are for authorized full-time, non-uniformed employees. (Uniformed employees are sworn Police and Fire Department personnel.)

Holidays - Twelve (12) paid holidays per year.

Insurance - 100% premium payment for employee health insurance, 75% paid health insurance coverage for dependents; paid life insurance.

Worker's Compensation - Coverage is provided for each employee for medical bills and work time lost due to on-the-job injuries.

Longevity Pay - After completing a full year of employment with the City of North Little Rock, an employee is granted longevity pay at the rate of $5.25 per month times the number of years employed.

Vacation - Accrual begins with date of hire with eligibility to use accrued vacation leave after six months of service. Vacation may be accumulated to a maximum of 30 days. Vacation is calculated :

Sick Leave - All full-time, regular, non-uniformed employees earn twenty (20) sick leave days annually with unlimited accumulation.

Discretionary Leave - Employees with two or more years of continuous service on January 1 of each year are granted 16-48 hours discretionary leave during that year, depending on length of service.

Retirement Plan - Mandatory and contributory, begins immediately.
