This is administrative, technical, and supervisory work in the operation of a water treatment plant. An employee in this class supervises all phases of the operations and follow up the maintenance group for a highly sophisticated automated plant through Technical Operators and Chief Operators. Work is reviewed by incumbent’s superior through conferences/reports and evaluation of results obtained.

ADA REQUIREMENTS:   The work is medium work, which includes exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.(The duties listed below are the normal duties and responsibilities of this position.  The omission of specific statements related to the duties and responsibilities of this position does not exclude them if the work is similar, related or reasonable within the scope of the position.)
  • Supervises and coordinates the operations and maintenance of a highly sophisticated water treatment plant through Operators and Chief Operators.
  • Analyzes plant and laboratory reports and directs the adjustment of processing methods to improve efficiency and to maintain continuous compliance with regulatory permits and requirements.
  • Supervises the preparation of comprehensive reports on the water plant(s) operations for management and government regulatory agencies.
  • Maintains records of all operations and develops preliminary budget estimates.
  • Makes recommendations concerning alterations and extensions of facilities; provides input in designing and writing specifications for treatment plants and chemical specifications. 
  • Develops and submits reports to regulatory agencies, management, and consultants.
  • Reviews plans involving mechanical, electronic and automation equipment.
  • Responsible for maintaining inventories of all equipment and supplies.
  • Calibrates equipment.
  • Reviews and monitors computer system output for correct process control.
  • Recommends necessary changes in the computerized process control system.  
  • Keeps up with new technologies, cutting edge analyzers and equipment.
  • Issues counseling forms, makes recommendations for disciplinary actions, handles employee complaints and grievances, participates in the hiring, firing and promotion of staff.
  • Schedules staff.
  • Performs related work as required.
  • Bachelor's Degree in Business or Public Administration, Engineering Sciences or related field and eight (8) years of progressively responsible experience in the operation and maintenance of water treatment systems; including at least four (4) years of experience in a supervisory or administrative capacity, or an equivalent combination of training and experience. 
  • Must possess or have the ability to obtain a State of Florida Class "A" Water Treatment Plant Operator's Certificate within six (6) months from the date of hire.
  • Must possess a valid Florida driver’s license with satisfactory driving record held throughout employment.
  • Knowledge of the functions and servicing requirements of a water or wastewater treatment plant operation, as well as the general operation knowledge of utility specific machinery and equipment, such as filters, pumps, valves, generators, mixers, and filling machines utilized in water or wastewater treatment operations;
  • Knowledge of the plant operational permit, able to assure compliance with all related Federal, State and Local rules and regulations including County and City policies related to supervisory duties;
  • Knowledge of the capabilities and limitations of electronic computers, SCADA system, instrumentation and the integrated role those perform in wastewater treatment and reclaimed water distribution;
  • Knowledge of all applicable safety principles;
  • Knowledge of basic chemistry tests and related mathematics;
  • Knowledge of potable water production and wastewater treatment processes.
  • Ability to supervise subordinate staff;
  • Ability to manage personnel, budget, short-term and long-term scheduling, and administrative systems;
  • Ability to apply computer applications and software;
  • Ability to perform basic laboratory tests;
  • Ability to adjust and regulate a variety of automatic or manually controlled auxiliary equipment to ensure safe operations;
  • Ability to anticipate and adjust systems due to changing factors, such as, water quality, weather, and other factors;
  • Ability to monitor, evaluate, troubleshoot, and adjust the treatment process; 
  • Ability to deal with multiple variables when analyzing a problem;
  • Ability to analyze written material and use critical thinking skills to synthesize information;
  • Ability to operate water treatment plants to pump or treat water for domestic or industrial use;
  • Ability to read meters and charts accurately, as well as to document shift operations;
  • Ability to understand and follow oral and/or written instructions;
  • Ability to communicate and keep all shifts and personnel informed about processes and problems;
  • Ability to communicate courteously and tactfully with members of the public;
  • Ability to use or repair small, medium, and heavy equipment and machinery.
  • Must have the following physical abilities to be able to perform the essential functions of the position: balancing, climbing, crawling, crouching, feeling, fingering, grasping, handling, kneeling, lifting, pulling, pushing, reaching, visual acuity, hearing, speaking, mental acuity, talking, repetitive motion, standing, stooping, and walking. Salary : $90,885 - $136,328
