GENERAL STATEMENT OF DUTIES :

Queries, collects, collates, and analyzes crime data to identify trends, prevent crimes, assist in departmental apprehension efforts, and perform other duties as assigned.

DISTINGUISHING CHARACTERISTICS OF THE CLASS :

This role involves advanced technical work analyzing crime intelligence data and trends using qualitative and quantitative methods with the goal of enhancing public safety. Employees in this position are responsible for querying data sources, conducting statistical analyses, developing predictive models, reporting on active crime series and trends, and analyzing spatial patterns of crime. Responsibilities include analyzing police reports, preparing statistical and informational reports, attending meetings to exchange information, monitoring case outcomes for habitual or career criminals, and identifying actionable results. Work is supervised by a police supervisor who evaluates performance for accuracy, timeliness, and adherence to departmental policies and procedures.

Essential Job Functions

Query crime data from open records and sources, collate the data, analyze it, and present findings in a coherent and meaningful format as instructed by a supervisor;
Review daily police reports, arrest data, citations, internal and external databases and other criminal related information to compile data, analyze criminal activity, identify patterns, crime trends and track potential serial offenders;
Collaborate with analysts and review information from other local, state, and federal agencies to stay informed about emerging criminal patterns and trends;
Collect intelligence information from other agencies for assigned projects and share pertinent information when responding to requests from other agencies. Assist investigative personnel in special projects by researching agency files, extensive datasets, other sources and obtaining records or other relevant data;
Respond to ad hoc requests in a timely manner by gathering, analyzing, and presenting crime-related data to support investigations, strategic planning, and decision-making within the department;
Create charts, link analyses, temporal analysis, and other visuals to present intelligence, analyze timelines, seasonal trends, and support investigations, operations, and prosecutions;
Produce information on crime trends to assist in crime prevention, suppression, investigations, offender apprehensions, and case resolutions;
Develop reports and analyses on crime trends, investigations, and public safety to support prevention, problem-solving intervention, suppression, offender apprehension, and long-term crime reduction efforts;
Organize investigative crime data into tactical, strategic, and case management reports;
Track targeted crimes such as burglary and robbery on pin / spot / overlay maps to depict geographical locations and timeframes;
Review daily field interview reports to analyze intelligence and identify potential offenders to support investigations;
Oversee habitual or career criminals to ensure appropriate actions are implemented;
Attend staff meetings to present insights on crime trends that include problems, people, places and patterns to assist investigations and patrol with planning initiatives to address crime;
Meet regularly with uniformed, investigative, and other personnel to exchange information;
Prepare and disseminate analytical bulletins to the appropriate units;
Attend scheduled meetings with other agencies to share and exchange information;
Design and recommend systems, procedures, forms, and instructions for internal use, apply conventional and computer-based modeling, logic and hypothesis testing algorithms and statistical analyses; prepare complex analytical and statistical reports;
Evaluate investigative computer software tools and make recommendations for system enhancements, provide technical assistance on the functionality of job specific information systems; plan, collect, and analyze open-source information from the internet while staying attentive to new local media sources and trends;
Assist with research, analysis, and feedback on long-term projects such as beat redistribution studies, call volume, and statistical reports;
Verify data for accuracy.

Minimum Requirements

A Bachelor's Degree in Criminology, Criminal Justice, GIS, Statistical Analysis, or a closely related discipline, with at least two (2) years of experience in strategic and tactical analysis, compiling data, crime / intelligence analysis, and writing technical reports.

An Associate Degree or 60 credit hours in Criminal Justice, plus three (3) years of relevant experience.

A High School Diploma / GED plus a minimum of five (5) years of relevant experience.

Experience may substitute for certification from accredited organizations, such as the Florida Department of Law Enforcement (FDLE), the International Association of Law Enforcement Intelligence Analysts (IALEIA), or the Alpha Group Center for Crime and Intelligence Analysis Training.

ADDITIONAL REQUIREMENTS :

Must possess a valid Florida driver's license.

Skills

Knowledge of computers and Microsoft Office 365.

Proficient in statistics, research methods, data analysis, and quantitative / qualitative techniques using advanced computer applications to deliver actionable insights.

Ability to use advanced computer applications to conduct research, analyze data, and communicate findings effectively.

Familiarity with statistical analysis software (e.g., SPSS, SAS), SQL, dashboard platforms (e.g., Tableau, Power BI), i2 Analyst's Notebook, ArcGIS, relational databases, and spreadsheets.

Understanding of law enforcement computer systems (e.g., Records Management System, Computer-Aided Dispatch).

Capability to analyze significant data from various sources and present it logically in written, graphic, or verbal form.

Excellent communication skills with the ability to analyze and present complex data clearly in written, graphic, or verbal formats.

Maintain confidentiality of highly sensitive information.

Ability to exercise independent judgment and organize information effectively.

Familiar with and possess the ability to monitor social media to assist with crime analysis.

Ability to maintain effective relationships with law enforcement personnel within and outside the department.

Knowledge of applicable laws, ordinances, and Department rules and regulations.

Focus on a single task for long periods of time, work with frequent interruptions.

Analyze problems quickly and objectively; determine proper course of action, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.

Perform moderately complex mathematical and statistical calculations accurately.
