Human Resources Coordinator - Classification & Compensation

This is high level personnel work in the field of Classification & Compensation.  An employee in this class is responsible for the administration, development, and maintenance of the classification and compensation functions, as well as carrying out various department assignments and assisting in the more difficult aspects of personnel administration. This position plays a key role in any job description changes, pay structure, reorganizations, reclassification, or restructuring of positions within the City.  A high degree of initiative and independent judgment is required within the framework of established policies, procedures, and instruction.  Work is reviewed by the Human Resource Manager.

  • Conducts research and analysis in different areas involving compensation, such as compensation statistics and market analysis.     
  • Conducts position evaluations and assesses the financial impact of compensation decisions.
  • Implementing and monitoring federal, state, and local legislation compliance, such as Wage and Hour and Equal Pay legislation, and designing and monitoring other creative compensation programs for all positions.
  • Analyzes systems and develops and interprets policies and procedures.
  • Assists in the automation of the compensation function.  
  • Collaborates with others to determine staffing needs, organizational structure, and salary structures.
  • May assist in the collective bargaining process. 
  • Provides training and education to leadership regarding classification and compensation. 
  • Pulls reports and completes public records requests or inquiries as it relates to compensation requests.
  • Conducts Wage and Hour audits in accordance with Federal guidelines and implements and monitors Wage and Hour compliance in accordance with Fair Labor Standards Act.  
  • Develops and evolves organizations' pay scale and structure.
  • Works with managers to develop promotion and retention strategies for existing employees and recruitment strategies to attract candidates.
  • Work with departments to develop succession plans.
  • Implements and maintains policies governing compensation.
  • Spearheads salary surveys to benchmark current salary ranges for City’s positions.
  • Develops recommendations for improvement of City’s personnel policies and practices.
  • Constructs detailed job descriptions and classification systems to define job levels and families.
  • Evaluates competitor, legislative, and collective bargaining trends to make effective decisions about compensation structuring.
  • Develop and oversee a city-wide internship program through a collaborative effort with other Human Resources team members.
  • Works successfully with a diverse group of coworkers to accomplish goals and address issues related to our compensation.
  • Demonstrates self-reliance by meeting and exceeding workflow needs.
  • Demonstrates leadership by improving work processes and helping train others.
  • Provides excellent service and attention to customers when face-to-face or through phone conversations.
  • Develops and maintains City-wide job description records and library.
  • Works closely with recruiting personnel to put together appropriate compensation packages for employees.
  • Offers subject matter expertise on employment regulations, compensation policies, and personnel management procedures to optimize internal structures.
  • Participates in developing and implementing various Human Resource and Organizational Development initiatives.
  • Performs related work as required.

  • Knowledge of personnel administration, including recruitment, selection and on-boarding.
  • Thorough knowledge of modern Compensation & Classification systems and programs.
  • Knowledge of accepted methods and practices of classification and compensation techniques.
  • Knowledge of principles of governmental organization and administration.
  • Knowledge of union contracts and labor negotiations.
  • Knowledge of all federal regulations affecting compensation structures, including Department of Labor's Fair Labor Standards Act.
  • Knowledge of Florida Public Records laws.
  • Considerable knowledge of the various laws and regulations pertaining to municipal personnel administration.
  • Ability to utilize the techniques necessary to carry out assigned responsibilities.
  • Ability to establish and maintain effective working relationships with co-workers, other city employees, and the public.
  • Ability to make independent judgments and to solve minor administrative problems.
  • Ability to plan, assign, evaluate, and direct the work of subordinate personnel.
  • Demonstrated proficiency in the operation of HRIS and report writing software programs.
  • Ability to effectively evaluate organizational structure and make recommendations.
  • Ability to professionally write up human resource recommendations on departmental requests.
  • Ability to organize and prioritize multiple high-level tasks and maintain accurate records.

This position requires minimal exposure or risk to physical health and/or physical safety (e.g., exposure to environmentally hazardous material, heavy equipment, etc.)

Physical Activities:

The work is sedentary: exerting up to 10 pounds of force occasionally and negligible amount of force constantly to move objects. Additional requirements include balancing, bending, climbing, crouching, feeling, fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, talking, visual acuity, and walking.

(Occasional=1-3 Hrs.; Frequent=3-5 Hrs.; Constant=5-8 Hrs. – Per Workday)


Education and Experience:

  • Bachelor’s Degree from an accredited college or university in Human Resources, Public Administration or related field.
  • Five (5) years progressively responsible human resource or related experience.

(A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.)

Licenses and Certifications:

Certified Compensation Professional (CCP) is preferred.

SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRP-SCP) is preferred.


Emergency Response Responsibility

Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event.  All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
