Administrative Analyst I 
 $5,117 -$6,862 monthly salary

Administrative Analyst II 
 $5,652 -$7,569 monthly salary

The City of Oceanside is accepting applications for the position of Administrative Analyst I/II.   There is currently one vacancy in the Development Services Department.  The position will be filled at either an Administrative Analyst I or II level, depending on qualifications. 

About the Position:

The Administrative Analyst I/II position is assigned to the Engineering Division, City Engineer, and will support the Development Services Department Divisions including:  Engineering Capital Improvement, Engineering Land Development, Building, Planning, Code Enforcement, and Administration.  The position duties include, but are not limited to:


  • Preparation of reports, studies, City Council staff reports, Requests for Proposals, Agreements, grant administration, and reporting to State, Federal and local agencies.
  • Data analysis and reporting, project management, general accounting tasks, and critical thinking.
  • Analysis and support in management projects including: cost tracking, cost analysis, cost forecasting, audits, account reconciliation and fund allocations.
  • Review and process vendor, consultant and contractor invoices
  • Review the financial sections of Staff Reports prepared by others for clarity, consistency and accuracy and to insure the financial information is accurate.
  • Processing and administration of on-call consultant contracts.
  • Administration of Developer Deposit Accounts.  These accounts are used to recover services for city staff time for work they perform on developers’ projects.
  • Assist in the preparation and administration of Operating Budgets and Capital Improvement Budgets.
  • Preparation of Standard Operating Procedures (SOP’s).
  • Administer the City Development Tracking Program called TRAKiT/Community Development.
  • General accounting tasks that require financial analysis and reporting, accounting principles and standards, data analysis, auditing and account reconciliation, and budgeting and forecasting.

Conducting administrative and special studies and making reports and recommendations; assisting in budget preparation and reviewing budget requests; assisting in analyzing revenue sources; coordinating departmental activities and administering agreements with outside consultants, contractors or governmental agencies; studying space allocations and resources utilization; analyzing and recommending improved methods and procedures; providing advice and assistance to departments regarding administrative practices; working with citizen groups and commissions; and preparing reports and correspondence; initiating and conducting research, surveys or special studies; leading organization, budget and operations activities; conducting analytical studies, and making reports and recommendations; developing budget estimates and requests; preparing departmental budget items; analyzing revenue sources; coordinating departmental activities with outside consultants, contractors or agencies; developing systems/procedures for assigned functions,  and monitoring and  revising as necessary; analyzing and recommending improved  methods  and  procedures; providing advice and assistance to departments regarding administrative practices; monitoring contracts for compliance; representing department management at conferences, meetings and legislative hearings of the City Council or City Commissions; working with citizens' groups and commissions; conducting special studies and assignments; preparing reports, procedures manuals and correspondence; supervising paraprofessional or clerical staff; developing and implementing recommendations involving broad areas of policy formulation or complex administrative action; and carrying out assignments with minimal supervision.
 

Knowledge of
  • Public administration policies, practices and procedures, including personnel and fiscal management procedures.
  • Statistical and research methods.
  • Administrative survey techniques.
  • Computer applications related to analysis.
     
Ability to:
  • Interpret, analyze and solve operating problems of organization and management.
  • Collect and evaluate data, draw valid conclusions and project consequences of various alternative recommendations.
  • Operate personal computer with proficiency and familiarity.
  • Communicate effectively, orally and in writing.
  • Prepare complex reports and analyses.
  • Maintain effective relationships with those contacted during the course of work.
  • Reason logically to analyze and solve operating problems.
ADMINISTRATIVE ANALYST I

Experience and Training 
 
Experience: A minimum of one year professional level experience in administrative or management analysis.
 
TrainingA Bachelor's degree or higher in public administration, business administration or a closely related field.
 
A degree in Finance is highly desirable.

License:  A current, valid, California driver's license.

 
ADMINISTRATIVE ANALYST II

Experience: A minimum of two years of professional level experience in administrative or management analysis. 


Training:  A Bachelor's degree or higher in public administration, business administration or a closely related field.


A degree in Finance is highly desirable




Environmental Conditions:  Office environment; exposure to computer screens.
 
Physical Conditions:  Essential functions may require maintaining physical condition necessary for sitting and standing for prolonged periods of time; speaking and hearing to exchange information; visual acuity to read and interpret information.

Selection Process All properly completed applications and supplemental questionnaires will be reviewed and the most appropriately qualified individuals will be invited to continue in the selection process. Failure to provide all required application material will result in disqualification from the selection process.   The process may include any combination of a written exam, oral exam, application appraisal based on training and experience, and/or skills assessment to further evaluate job related experience and skills.  Candidates who successfully complete the selection process will be placed on an eligibility list and will remain eligible for employment consideration for a minimum of six months.


Note: Must successfully complete a background investigation, polygraph examination, psychological examination, and a medical examination which may include drug screening.
