Essential Functions
The essential functions of this position include but are not limited to:
1. Trains, develops, directs and evaluates Fiscal Services staff to help expedite workflow and improve efficiency and effectiveness of department operations; achieve individual goals; foster teamwork; and ensure employees' growth and accountability for their actions.
2. Assesses and monitors workload; identifies opportunities for improvement and implements changes.
3. Selects, motivates and evaluates personnel; provides or coordinates staff training; works with employees to correct deficiencies; makes recommendations regarding discipline and termination.
4. Plans and directs complex and highly visible financial projects, collaborating with internal and external stakeholders and ensuring compliance with regulations and policies.
5. Leads the development and maintenance of the City's utility billing, cash receipting and disbursement systems ensuring accurate and timely billing and collections.
6. Oversees accounting functions, including accounts payable and payroll, maintaining internal financial controls and compliance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards.
7. Prepares and reviews financial statements, annual budget documents and special financial analyses.
8. Maintains and develops financial policies, procedures and programs including internal controls and audit procedures to ensure the accuracy and completeness of financial reports.
9. Provides technical guidance and training to finance staff on accounting, software use and regulatory compliance.
10. Provides financial support, advice and guidance to all City departments.
11. Leads fiscal studies and rate analyses; communicates recommendations to the City Council and community.
12. Acts as a custodian of the City's accounting structure and maintains confidentiality of financial information.
13. Assists in preparing and monitoring the City's annual operating and capital improvement budgets.
14. Punctual, regular and reliable attendance is essential for successful job performance.
Typical Qualifications
Knowledge, Skills, Abilities:
1. Thorough knowledge of BARS and state and federal laws regulating the financial activities of Washington municipalities.
2. Thorough knowledge of GAAP, GASB pronouncements, auditing practices and financial analysis and research techniques.
3. Thorough knowledge of municipal accounting and budgetary principles, practices, operations and procedures.
4. Thorough knowledge of the principles, practices, methodologies and techniques utilized to effectively manage and motivate a diverse workforce.
5. Skill in the use of Microsoft Office products (Word, Outlook and Excel) and applicable department and organization specific software and ability to learn and become proficient in the use of other specialized software as may be required.
6. Skill in the use of databases and financial reporting software.
7. Ability to analyze complex and interrelated financial functions.
8. Ability to coordinate the management of the City's investment portfolio to maximize the City's financial return within an acceptable level of risk and liquidity.
9. Ability to effectively present information and technical advice to top management and relevant individuals.
10. Ability to manage multiple complex financial assignments and allocate resources effectively.
11. Ability to prepare budgets, analyses, reports and recommendations.
12. Ability to effectively, lead, delegate and manage direct reports and their assignments.
13. Ability to identify potential issues, modify processes and resolve conflict as the need arises.
14. Ability to establish and maintain effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service or diverse cultural and linguistic backgrounds.
Experience/Education:
1. High school diploma or GED and ten (10) years of increasingly responsible governmental accounting experience, including at least two (2) years of supervisory experience;
2. OR associate degree in accounting, finance, business administration or a related field and eight (8) years of experience as listed above;
3. OR bachelor’s degree in accounting, finance, business administration or a related field and six (6) years of experience as listed above;
4. OR a combination of experience, certification, education and training that demonstrates expertise in the related areas.
Special Requirements:
1. Valid Washington State Driver's License may be required.
2. Certified Public Accountant (CPA) certification or master’s degree is preferred.
