About the Position
Under general direction of the Transportation Director, this supervisor is responsible for oversight of key responsibilities of the Transportation Planning and Engineering team.
This position oversees
Transportation planning including: the development of plans, programs, and studies, facilitation of the Bicycle and Pedestrian Advisory Committee, and implementation of education and encouragement activities related to multimodal transportation.
Transportation engineering including capital facilities planning, capital project scoping and design, review of private development projects, development of new standards, guiding street operational and maintenance practices, data collection and analysis, development of asset management.

Job Profile Summary
Responsible for developing, implementing, and managing complex engineering and planning programs and projects for the Transportation Division in the City of Olympia (City) Public Works Department. Work involves developing policy, plans, and programs to ensure adherence to all applicable local, state, and federal regulations and guidelines; and managing capital improvement projects (CIP).
Essential Functions
Examples of Essential Duties
1. Develops and coordinates long term transportation plans, programs, and policy direction as well as engineering solutions including capital facilities plans, financial plans, and system modeling and analysis.
2. Oversees development and implementation of planning goals, plans, and related documents, recommendations, and reports.
3. Develops, interprets, and applies applicable transportation policies, codes, regulations and standards.
4. Plans, develops, recommends, administers, and controls assigned annual budget(s); monitors and controls expenditures including grant obligations and consultant contracts.
5. Leads activities regarding the scoping and design of new infrastructure, review of private development projects, and the development of new standards.
6. Reviews and evaluates work methods and procedures; meets with management staff to identify and resolve problems.
7. Assesses and monitors workload; identifies opportunities for improvement and implements changes.
8. Selects, motivates, and evaluates personnel; provides or coordinates staff training; works with employees to correct deficiencies; makes recommendations regarding discipline and termination.
9. Assesses, plans, and implements best practice standards ensuring compliance with all regulatory and funding agencies.
10. Oversees and guides data collection, analysis, and reporting.
11. Guides street operation and maintenance activities and operations as required, including pavement management and traffic signal operation.
12. Researches, prepares or oversees the preparation of grant and loan applications.
13. Ensures assigned state and federally funded projects are administered in accordance with all applicable rules and regulations.
14. Manages multiple complex and simultaneous projects including consultant contracts, and intra-inter-jurisdictional project coordination; ensures adherence to meeting project timelines and budget objectives.
15. Prepares recommendations and reports and oversees research and analysis regarding public policy, regulations, ordinances, and all procedural requirements for assigned area.
16. Represents the City on local and regional initiatives.
17. Prepares and presents reports, plans, and recommendations to elected officials, City leadership, advisory boards, public agencies, and community groups.
18. Communicates with citizen and community groups to solicit public involvement and present City projects, programs, and policies.
19. Responds to inquiries, questions, and comments and resolves difficult and sensitive inquiries and complaints from the public per established standards and protocols.
20. Attends and participates in professional group meetings; stays current on new trends and best practices.
21. May be required to attend evening or weekend meetings and events based on organizational responsibilities and requirements.
Typical Qualifications
Knowledge, Skill, and Abilities
1. Thorough knowledge of civil engineering principles, practices, standards, and methods.
2. Knowledge of municipal planning principles and practices, including development of master plans, capital planning and fund management, and grant writing.
3. Thorough knowledge of the principles, practices, methodologies, and techniques utilized to effectively manage and motivate a diverse workforce.
4. Skill in the use of Microsoft Office products (Word, Outlook, and Excel) and applicable department and organization specific software and ability to learn and become proficient in the use of other specialized software as may be required.
5. Skill in adapting to a changing work environment and competing demands.
6. Skill in developing, managing, and interpreting budgets, contracts, and fiscal and financial reports.
7. Skill in supervising and performing complex and technical engineering activities in the coordination and direction of large engineering projects.
8. Skill in developing, preparing, or reviewing technical drawings and engineering plans, specifications, and fiscal estimates.
9. Ability to deal with frequent change, delays, or unexpected events.
10. Ability to lead and motivate others to achieve goals.
11. Ability to formulate, initiate and administer policies and procedures for effective fiscal control.
12. Ability to effectively present information and technical advice to top management and relevant individuals.
13. Ability to correctly interpret and efficiently implement all applicable policies and procedures.
14. Ability to manage multiple priorities to ensure that deadlines are met and to set priorities that move projects through efficiently to achieve customer and quality objectives.
15. Ability to identify potential issues, modify processes and resolve conflict as the need arises.
16. Experience/Education
1. Associate degree in civil engineering, urban planning or a related field and eight (10) years of experience as listed above
2. OR bachelor’s degree in civil engineering, urban planning, public administration or a related field and six (8) years of experience as listed above
3. OR master’s degree in civil engineering, urban planning, public administration or a related field and four (6) years of experience as listed above
4. OR a combination of experience, certification, education, and training that demonstrates expertise in the related areas.
Special Requirements
1. A valid Washington State driver’s license may be required.
2. Professional engineer (PE) certification by the state of Washington or ability to acquire within six (6) months of hire is preferred.
